re: SoP difficulty, while I can't speak for any changes made in the DLC, in the base game the higher difficulties were less about mechanics and more about builds/gear.
You could power up to chaos 300 pretty trivially online and then it was a matter of finding a build that was nonsense strong and then just destroying everything. Anything that didn't have abusable mechanics was ultra tedious and frustrating as you'd probably just die before you can really react even if you were fully 300.
I have a recollection that they nerfed some of the really overpowered setups prior to the DLCs, but I'd be shocked if there weren't some other things that players have found that are just as silly.
Also, my personal opinion on the post-game stuff is that it really didn't improve the game at all, and it would have been fine if they had just left it with the base game/campaign/side stuff and not tried to add a scaling online component (particularly that had achievements tied to them). Matchmaking was atrocious and the matchmaking UI would have been unacceptable in a game in 2002, let alone 2022. Whether or not that was improved with the DLC's, I have no idea.
Anyway, yeah, you can for sure just have the experience in Story mode and you have nothing limited in any way, if you're playing by yourself. It's still a huge chunk of game, and while you can't get the best gear (or even very useful gear at all), you should have no problem completing it, even if you're not great at the game type. However, if you want to continue playing post game, that's another story entirely, and if there were any changes to that with the DLC, maybe someone who's played them can comment (though, it sure seems like very few people actually played them).
EDIT: I'd say wait for a sale though, even with the reduced price post Steam launch, I'm not sure I could recommend the game widely for "full price".
If you do play the game though, I can promise it is an experience that you will have. Hands down a game you will play.
Without getting too much into spoiler territory, near the end of the game you get a level where you're basically in a Super Saiyan state and creaming everything. In the base game it's only for the one level. Later patches went and let you have this mode whenever you want.
Strictly speaking, the whole endgame is just collecting gear with high numbers, and you gotta play on the super high difficulties to get the super high numbers. If this is uninteresting to you, you can turn on the super modes and easy difficulty, and your only punishment is you don't get the gear with high numbers on it.
