Less "fine game" and more "average game". But yeah it definitely isn't the worst... Although now that I think about it. I don't know if I could choose one as the worst. All of the FF games are good in their own little ways.
I guess maybe FF15 is the only one I'd say is a drag. But I wouldn't call it bad.
Ah I think the reason I'm not vibing with FFXIII is because it feels like every area is the same. I'm jumping between Sazh, Lightning, and Snow and like I can't really tell where I actually am.

Far as I've seen the areas aren't interconnected so you aren't actually anywhere. Most transitions seem to happen off-screen, so its just a bunch of completely isolated biomes that you are shoved through as the story progresses.
A trap is for fish: when you've got the fish, you can forget the trap. A snare is for rabbits: when you've got the rabbit, you can forget the snare. Words are for meaning: when you've got the meaning, you can forget the words.
It may seem like I'm trolling/shitposting, and I definitely am, but I actually do hate it. A lot.
Then again, if I'm being honest, Final Fantasy II is also a bunch of horseshit so that might actually be the worst one, I dunno.
IX actually took me a few tries to really get it, for whatever reason. I never hated it, just didn't really connect with it all that well. But nowadays I really like it.

Eventually I’ll play it again. I could never get past my literal hatred of some of the mini games, like Jump Rope. I literally hate whoever inflicted that on people, even as a wholly optional thing. Whoever that was: I. Hate. You.
Also, I think ATB is typically quite annoying and FF9 is the slowest implementation of it, not to mention how slow/how long it took for random battles to even initiate.
My least favorite part were some of the characters like that implementation of Cid. I actually stopped there and never really played it again.

Not saying it'll completely change your view of the game, but have you tried the PC/Console remasters? There's an option to skip a lot of the opening pans in battles, since they're not stuck with a 2x speed CD-ROM for loading anymore.
Never beat 9 but do have it on Steam and that Mog upscaler looks so good that I wish SE would actually get imaginative with their remakes and gives us a painterly remaster of the game. To me it was one of the last "fun" FF's before everything became just oh so difficult to deal with in these tales of the crystals (like of course there's still mirth and humor in FF - Vaan is basically there for you to laugh at he's such a dope - but this push for "realism" has just reached a breaking point for me, especially with 16 where SE is just like "Yup. This is it.")
Yeah the remasters + Moguri mod make FFIX really good.

As a long time ff fan, I legit think ff9 is a decent rpg that is heavily propped up by being the last gasp of old-school final fantasy storytelling and design.
It absolutely helps a ton for modern releases to speed up a lot of what was old PS1 jank that made the game a fucking slog to play.

One of the reasons I can't really go back to it is how slow it is. Late game I realized the best way to actually heal your party was to give them Regen and just do long-ass summons since it continues to tick while the animation plays. That's...not good game design.
