Is this book worth picking up? The premise seems interesting enough but I'm still hesitant to pull the trigger. Is each issue a self-contained story or are there multiple issue arcs?

Next to planetary, 100 bullets is my favorite comic book.
Don't limit yourself by the initial concept. While that is important to the story, there is a huge level of complexity that grows as the book goes on. There are things that will occur issue to issue and there are things that will appear in issue #1 that you may not understand until issue #65.
Brian Azzerello had thought up an excellent crime drama, I think, and plotted it exceptionally well.
I own the first four trades and have been slowly reading the rest of the trades from libraries... It is an amazing series, with some of the best art I have ever seen.

Risso and Azzarello have some kind of freaky mind-twin-chemistry going on with this book. It's really just strange how well his art meshes with the writing.
Anyway, this series is awesome. It does get very convoluted and conspiracy-heavy, but it's fun trying to figure out where everything is going. To the OP, the whole "briefcase and 100 untraceable bullets" thing is just a premise to set up the rest of the book. That very quickly ceases to be the hub of the plot.
About once a year since I started buying the book, I like to go back and re-read everything all over again, because there are a lot of things that you forget about. And it's just that damn good a read.
