Genre is trip-hop. Singer is female.
I believe there is lyric in there which is something like “it’s the waiting game” or “in the waiting game” or possibly neither of those but something that sounds like that. The voice in my memory is similar to the band Second Person.
And no it’s not In The Waiting Line by Zero 7.

About that Jem song though? It's a serious question, because I want to know if I'm looking for some real hardcore grognard level Triphop or the more Triphop influenced but not exactly trip hop music.

Going off nothing but a faint whiff of memory, the group sounds like Second Person mostly in my memory:
The way it sounds like she's clipping her own words while actually fully enunciating each word is the kind of vocal quality I'm talking about. Like she's throwing the words at you, but she's really fully singing each syllable.
