I think they specifically mean when a blocker (like a running back) throws themselves at the knees of a rushing defender. It's very obvious when they do it.
NFL will never fix their problem by trying to ban specific types of hits and blocks.

True but the more low blocks you can get rid of the better peoples legs/knees will appreciate it. Is it still going to happen by accident yes but if you can cut down on 50-60% of them probably saves more than a few surgeries every year so worth doing.

I am still of the opinion you could clear up 95% of dangerous and illegal plays by simply flagging any tackle attempt that didn't involved an attempt to actually use arms to tackle the runner.
You could even reduce BS late hit out bounds calls because the real danger there is being trucked into benches, spectators, players and equipment, vs just being brought down on the sideline.
It'll never happen, but that's my quick and dirty fix.

I took the Giants +15 over the Ravens.

The Giants offense is of course a dumpster fire sitting on a barge loaded with burning tires (Staten Island) so if the Ravens score more then 21 their odds of covering are pretty high
