No, she has regularly lost to baseline humans and one-on-one she has lost most fights with supers (caveat she's usually been in team comics, where nobody wins 1v1) outside of two cases:
A. Her short running solo comic (when your name is on the title you can 2v1 Hulk and Red Hulk even if your power is Being Hawkeye).
B. A running gag from early on in her relevant history in which she defeated in rapid succession Wolverine, Thor, Dr. Doom, and Galactus. She could not adequately explain her victories, witnesses didn't understand and couldn't articulate what they saw, and her victims all refuse to talk about it.
For a while this joke was all she was. Once they actually tried to make her a character and not a joke she dropped about nine power levels.
She can only win in joke storylines. This is a serious situation... where colorful superhumans are trapped in the belly of an adorable baby shark monster named Jeff.
She's a gag character, basically. Which means her power level is basically Bugs Bunny's - whatever works best for the bit.
So basically she will beat the living crap out of Thanos because the Mega Edgy Star Conqueror Dude with the permanent PO'd face and overly self important speech losing to squirrels is funny. But she probably won't beat, say, Spiderman, because Miles getting beaten by squirrel is not as immediately funny.
Black Panther kind of did - he had help of somebody operating a vibranium disruptor, but arguably this was only removing an advantage that Doom would normally not have.
Iron Man has a few extra asterisks as it was Doom as the Infamous Iron Man - no magic and a very different power armor suit.
Scott Lang also has the asterisk that Doom agreed to a street fight - no suits, no magic, no tech - but he stands as the only person to not just beat Doom 1v1 but have Doom carried off on a stretcher when he was done.
