I'd assume it does. I want to know if it works for Lucky Egg though. It seems every Chansey I still from has an Oval Stone. So I'm thinking you find an Oval Stone 95% of the time and a Lucky Egg 5% of the time. If you double those percentages, you go over 100%.

Go and surf on Route 230. You'll run into mostly Pelippers with the occasional Spheals, which give 2 DEF and 1 HP, respectfully. They're really, ridiculously easy to fight/defeat and give good EXP too.
What are the odds that someone will actually give me a lv 80+ Phanpy for a lv 1 Totodile? Should I level it up first?
well starters are always in demand on GTS, but I don't know who would level a phanpy up to lvl 80 without evolving it
The trick on the GTS is that you can't trade things you haven't seen already, so if you put up a Totodile your only takers would be people who have probably already traded for one.
