Coin Return Governance Decisions

First is @zerzhul who is one of the longest serving active mods on PA. We asked them to be a part of this team because of their extensive experience in actually moderating our specific community, with a goal of ensuring that the specific concerns of the volunteers doing the work as our mods are not lost in a blind spot. Their years of experience will be extremely valuable in building a better system for moderation.
Second is @Chanus who most of you probably know. While Chanus is also a mod, he was asked to be part of this team to ensure we have a diversity of voices specifically in representing the concerns of specific groups in our community, much the same way zag did during his time as part of the team. I’m confident he’ll be a huge asset for this process.
While we hope to have a single, decently functioning community at the end of this process, there’s no point in dancing around the fact that specific groups (whether that’s regulars from SE, DND, G&T, or even the Phalla crowd) all have different priorities and desires and concerns. Our goal is to try to represent those positions as fairly as possible in designing our systems for governance so that we can build something that as many people as possible will be willing to participate in and call their home, just like this place has been for over two decades for many of us.

It's currently being discussed with the active KDs, should it have a separate KD? Would it be part of KD05 Risk Assessment? Or KD01 that more or less lays out all the other definitions?
