This is true. To be clear, getting the last ascension is worth it for most characters who are doing damage, since you not only boost their stats a bit and get a boost to whatever their ascension stat is, but also unlock their talents to be increased above level 8. But when you actually gain those last 10 levels, you aren't getting very much attack out of it. Your HP and defense get better boosts, which is why characters like Hu Tao and Zhongli, who scale off their HP, may be worth leveling to 90. There's also characters who trigger reactions like Bloom, Quicken, and Swirl a lot, as the base damage of those reactions is based off your level. And many of the characters who trigger Swirl a lot double-up on value of levels, as the strength of the vacuum effects of characters like Sucrose, Venti, and Kazuha is also affected by the difference in your level and the enemy's.
So, more simply put, the characters I consider to be worth leveling to 90 are characters who scale off HP or Defense, anemo characters with vacuum abilities, and characters who trigger reactions whose damage is based on your level. And your favorite character.
There's also an achievement for like... is it 16 level 10 friendships? So you can get a smashing 35 Primogems over time.

The traveler gets constellations from things like quests, adventure rank rewards, souvenir shops, and statue of the seven rewards, depending on element/region. Everyone can get them to C6 eventually for free. For Amber/Lisa/Kaeya, you can't get them from character or weapon banners, but you can roll them on the standard banner (the one that uses the blue fates). Beyond that, the only thing you can do is buy copies of them from Paimon's Bargains for starglitter; a copy of Amber will be purchasable next month, followed by Lisa in May, and Kaeya in June.
Outstanding work all round, especially after Brennan had just shut down one of their other clever plans.

I'm surprised as well that she would gather a lot of online hate, but then I remember there's a subset of players out there who are nothing but crochety, rules lawyering grognards who can't stand when a player or DM pushes the boundaries of a role playing game, especially when its a woman, and has fun.
This is an unnecessarily antagonistic take imo. D&D is not players vs DM and I think at times, at least in the sessions I've watched, Emily crosses the line between creative boundary pushing and "my character can do anything because this is all make believe right?"
I have a very rules-light GMing style with a lot of 'rule of cool' but players who want to win D&D are not well suited for my table. I would struggle with Emily and probably end up checking her in the same way Brennan has done a couple of times, by asking her to ground her requests in a character's personality and abilities rather than in pure imagination. Guardrails and rules are what make D&D what it is, and when you disregard them too much you end up not playing a TTRPG and instead playing that improv game where the host rings a bell to force a new line in your scene.
Mechanical boundaries are good, actually.
