This annoyed me so I asked my coworker and he said nobody else had to do that, so I asked why, if nobody else had to get a physical
She said that it's a new requirement and then said "Please refrain from discussing pre-employment screens with other City employees"
I'm fuckin sorry what? Is that even a legal demand on her part? She's HR manager for the city, and at present, I'm not even a city employee (not for another 11 days), and even once I am an employee I'm pretty sure I have a legal right to discuss my job requirements with anyone and so do my coworkers
I got suspicious because I had a workmans comp claim that I had just finished physical therapy for and she just found out about that AFTER offering me the job so now I'm sideyeing this shit
Note: there is absolutely no reason for a physical, my job does not require me to lift things or whatever and I can work from home half the time

It should be noted that as city employees there is virtually nothing confidential about our jobs, only PII is confidential, but you can still ask for it you just won't get it. Most email conversations can be grabbed via FOIA or open records requests for crying out loud
Side note: in the past she has put in the city handbook that city employees cannot discuss payroll, which violates the city's laws, you don't even need to get to the federal laws!

They're already out there - management was punishing workers who talked about the union drive and taking additional often-weird measures to the point of bringing clergy into it.
At the state level, Alabama pushed through some legislation this week which prohibits companies in the state from voluntarily recognizing unions. The plant would have taken a nine-figure hit if they didn't find some way to shut the drive down.

It's probably less a (intentional) strategy and more of a product of a newer trend where the following sequence happens: An artist/mangaka posts a series of funny gag comics on Twitter/Pixiv/Social Media, the comics get popular, the comics get the attention of a publisher and gets picked up, mangaka feels the urge/need to expand the series once the already pre-written funny gag parts are finished.
A fairly recent example would be Ruri Dragon, which had a long "pilot" one-shot chapter self-published on Twitter before it was picked up.

And it's just... so insane. Dude, you are reading a badly translated English version of literature originally written in old Greek and Hebrew which was itself probably not well-translated when it got to the Romans and probably had a thousand different versions when the original contributors collected a bunch of regional stories together for it some three to four thousand years ago and you have no idea how many iterations of it existed before that. Not to mention utterly arbitrary factors like font size and page formatting moving things around.
It is a deep, deep crazy hole, fully capable of producing shitty people who can simultaneously claim to love everybody because that's what Christians should do and then cut all ties with one of their children for being trans, some years after cutting all ties with a child they adopted but decided was too difficult to handle and pushed them back on the state.
I don't have strong motivation to dance to her tune, I already work for the city and the onboarding is going to be a paycut, I'm just a contractor, it's taken years to get approval to onboard me from my manager, if she rescinds my job offers it won't be any skin off my nose, I've been waffling on taking it anyway since the benefits for the city are worse than what I have as a contractor
Late Edit: More broadly, the bigger point is a increasing number of series are being picked up off social media, possibly before the Author knows where they want to take the plot long term or even before they have a plot in mind.
Sounds to me like it's your hiring manager that was the issue and not an angry email.
