My only thought is maybe they got 13 episodes, stretched out book 1 to 5 episodes, then have 4 episodes for books 2 and 3.
Or else they do 5 episodes for book 2, and maybe some side story stuff for the last 2.

I feel like this is one the things that so many shows being visual novel adaptations (or things trying to be like them) had a significant invisible influence on because that's pretty much their exact structure. Everybody has an intro bit with their own mini arc, some filler, and then everybody has their actual story parts going out the other side. Even earlyish light novels still tended towards this structure of being focused on a girl at a time, rather than speedrunning to the full harem in the first arc as the pitch and then you were either set or had to figure out a different thing. Even manga tended to slowroll things and have distinct arcs at regular intervals that could be wrought and molded into seasonal stories with distinct endings.
When it's all light novel or gacha adaptations; shit that in general is designed for a status quo that goes on forever, media-as-service, you get the one 'good' intro arc and then white noise.
Valkyrie Profile's English voice acting is so weird to me. They killed it in the gameplay/battle portions, but most of the story parts are so hammy and silly sounding, and this is a game that begins with a prologue that's a fucking hour long cutscene. Or a mere 45 minutes if you skip the on-startup 15 minute prologue.
but yeah Slayers is 80s tabletop fantasy-inspired comedy and it is very funny

I mean, I miss it and would watch another season, but...
She at least just limits herself to out and out criminals like bandits and such. Though if a bandit happens to be in rumor range of Lina they're going to have a very bad day because she believes criminals don't have rights, she has access to a landscape destroying spell, and she doesn't particularly understand the concept of "disproportionate retribution" if she thinks someone has slighted her.
She has something resembling a conscience. But I think it's half fueled by the expectation that taking out bad guys will get people to praise her and reward her, and that feeds her ego and she gets more loot that way. (Or at least the praise part, she's definitely got an ego there iirc)

Oh, Slayers also featured in two of my favorite AMV's. One set to "Cabaret" from some musical I don't recall, but the other "Demonheart" hails from ye olde 2004 and it's still a banger.

Technically, there's a recurring character through the much later fourth and fifth seasons (the ones with the pokemon) that's basically a dullahan with Naga-with-amnesia stuck in it.
But it is debatable if it's REALLY Naga without the dumb fanservice and giant boobs.
But since this is an early-90's comedy anime everyone caught in the blast just gets briefly blackened with wide-surprise blinking eyes even when ten city blocks just turned into a crater.

Naga only ever appeared in a series of short stories, never in the main things.
Amelia was a main character the entire time she was around, but she wasn't introduced until halfway through the overall first arc, which was like the first 8-9 novels. Zelgadis was around from the start, but wasn't really a main character until Xellos showed up. They're replaced by Luke and Millina in the second arc.
