I think you're right but that part doesn't make much sense anyway. Sinestro used to use a GL ring and he's using a yellow ring just fine. Not to mention all the yellow rings Hal used (or tried to use) during the war.
It makes more sense if it was solely Batman's willpower against the ring that made it reject him.
I'm just going by the black-letter law of the comic.

Maybe it was just making a note of it. Y'know? Like 'hey, this guy used a GL ring at one point, make of that what you will.' Maybe identifying him as a potential threat/target.

Exactly. So why would Sinestro specifically make a rule that bans people who've worn GL rings? I don't think he really cares, so long as they instill fear in others.
I think we know that using one color doesn't automatically make you incompatible - see the GLs becoming Red, Yellow and Blue at the least - and I'd agree: why would Sinestro have a rule about excluding GLs? He's gone out of his way to solicit them, hasn't he?
I know it's a joke that's been made before, but re-reading Booster Gold, I was struck by how much I want to see Roy G. Bivolo re-appear in Green Lantern as some kind of ultra badass.
Sure he's kind of dead right now, but that's what Black Lanterns are for.
Given what was said by the Guardians and the Sinestro Corps member, it sounds like the first part of the new Star Sapphire arc in GLC takes place just before this issue as the Guardians mention in this issue preparing to go on a diplomatic mission to Zamaron.

the writing was alright. that sort of adventure doesn't really suit the Hal character
although yeah it's kind of a weird fit for hal jordan.
seth fisher also did Fantastic Four/Iron Man: Big in Japan, which was a terrific fit for all five of those characters and was completely awesome.
