Ok I don't know all the proper technical terms for everything, but the order in which things are loaded and executed on the page sometimes drives me nuts.
It seems to load all the scripts and images and everything first, and then determines what post (i.e. spot on the page) you were attempting to jump to, and jumps to it.
So like after I've been reading for 20 or 30 seconds, that one image inside a spoiler tag finally loads, and then the page jumps back to the post I originally clicked to, which I already read and scrolled away from a while ago.
Yeah, I've noticed this as well. It's pretty annoying, especially on my laptop where I'll be a few posts down the page and all of a sudden I've jumped back to the top.
That's your browser, not the forum. It's probably required by the HTTP RFC.

I don't think it is "required by the HTTP" spec, but it is an issue with your browser/your internet connection.
What you should do: When you follow a link into the page, and you notice the parts you care about have loaded though the page seems to still be loading, hit the escape key, or the click the stop button.

I should add that something I have seen a lot of lately is some really slow loading gamertag sig-images. This would certainly contribute to that jarringly late load of the page that you are experiencing.
Ah so you just chose to single me out. ;-) I'll remove it just to do my small part. Also, my Gamerscore is pretty pitiful and no one wants to be my friend anyway.
