Hitman Bloodmoney and Steam

Okay, so a friend of mine bought Hitman BM, not realizing it needs a DVD drive. The DVD drive on his PC is busted.
Now, the game is avaliable to buy on Steam. Does this mean he can register his copy of Blood Money, and just download it like you can do with Valve games? Or is he SOL until he gets a new DVD drive?

    If the game doesn't have a CD-Key, I don't believe you can register it with Steam.

    I ran into this exact same situation with Vampire: The Masquerade: Bloodlines. My last disc is corrupt (a certain file always hangs the installation), so I have a boxed copy of VtMB, and no way of playing it, unless I want to buy it once again for $20 off of Steam.
