Adding that sentence to the OP would be a pretty good idea.
To correct an issue with the Virtue Server, we will be restarting that server at apx 12:20 PM Pacific (3:20 PM Eastern). The server should only be unavailable for a brief period of time. Our apologies for the interruption.

So I was messing around with Mach's build with Mid's builder (which is awesome, btw; why didn't I download this earlier?), and it turns out I can get him to damn near perma-hasten. I believe Hasten was down for all of eleven seconds or so. God bless IO sets.

There was a good post regarding a perma-hasten build in the controller forums. Looks like you need so much recharge (I want to say that 92.5% in addition to hasten being 6-slotted) that just about the only character than can get it done is a Mind/FF controller, and the slotting is so tight that it's just not worth it. Plus, at that point, you've got so much +recharge passively, that you might as well just drop hasten.
Lots of builds can get down to a 20-30 second downtime, though.
Yeah, I'm certainly not going to bend over backwards to make Mach perma-hastened. This was mostly an experiment thanks to this designer's bonus-number readouts.

I would think SR Scrappers/Stalkers and Elec Armor brutes with their passive recharge boosts can probably do it fairly easily too.
Hell, there are people on the Dominator boards who've figured out how to have perma-domination, but it seems like a hell of a lot of trouble to do it.
Yeah, Pony was saying something about how he's managed to do it so that his Elec Armor Brute managed to get crazy Hasten recharges. Ask him how he did it.
Woo, so I finally broke the lvl 10 cap. I've never had a CoH/CoV character pass 10.Now I've got an zombie pirate robot fire ice blaster, who's lvl 11! All thanks to the PA folks and grouping up with me. The game is 1 beeeellion times funner with folks to play with. Now to convince my cousin of this, he's on the mind set that we have to duo everything, and I'm having a hard time talking him into the fact that this isn't WoW. If you fill a party up, and just kill everything in site, it's better than having "tactics" and killing some things in sight.

I've got myself a Claws/Dark scrapper that I've been pretty happy with. Only like lvl7, but I'm happier with him than the Dark/Reflex scrapper I first made.
Heh, dark/reflex scrapper was the first character I ever made...still have him over on Champion server.
Thanatos: Depending on how long you played before, and if it was at the right time, veteren rewards! Also lots of new stuff on both sides costume wise. Not to mention, if you had a 35-50, the newly rename Rikti Warzone.
Sonelan: Well that sucks , but powerset wise I'm not 100% sure what has changed, however Invention Enhancements were added in a patch not long ago, along with salvage. I like Invention stuff personally, especially when it comes to the special costume pieces. Piston Boots, which show a kind of uplifting of dirt when you hit the ground from jumping. Rocket Boots which... well, are all rockety when you fly. Winged Boots which... not sure what the hell they do. Then there are the wings, Bone, Burned Dragon, Fairy, Insect, Cherub Devil and Tech, might be another I missed.

Man trying to play my dark/energy brute without knowing what anything does is interesting. I seem to be hard to hit but when i do get hit it hurts alot.

I've got a dark/energy brute. They're kinda light in the defense department, but they have alot of flexibility (ie. You've got a self heal, a damage/accuracy buff, two endurance drains/recovery attacks, a fear based hold, and the capacity to accuracy debuff). Not to mention, once you get energy drain from the energy aura powerset fully slotted you'll be one of the few brutes that can continuously attack and quite literally never EVER run out of endurance.

Are there any exemp benefits, though, geared towards IOs/salvage? If so, I'd rather bring along DM.
