Video drivers problem

So, on the insistence of steam, I updated my video drivers and now things are weird.

When ever I open a window, the image writes very very slowly from the top to the bottom. I have tried both the Catalyst and Omega drivers, both the newest versions. They both didn't work. This is very annoying, how do I go about fixing this?

    1) Uninstall your video drivers properly before reinstalling new ones
    2) Run DXDiag, click "save all" and paste it here
    3) try older drivers
    4) I am assuming you are using an ATI card on Windows XP, right?
