Tricks for footsteps:
In every level with portable ground right outside the elevator, you can get into a portal with two steps, by running and jumping with the right timing.
An obvious way to move around along portable areas is to sequentially place portals on the ground so you don't have to actually take a step. A less obvious trick lets you land without gaining any steps; just shoot the portal of the color you're about to go through somewhere else, and you can stand and look around. This won't work if you're moving too fast, but it works fine at the velocity you gain from shooting a portal underneath your feet when you're standing still.
In sections where you have no choice but to move without portals (the first half of the companion cube level in particular), the best way to move is to do a running step-jump combination. Run a step, then jump, run another step after you land, jump again, etc. If you time the jump right you'll only get two steps per cycle while traveling further than two normal running steps. If you jump too early you won't get as much distance per stepcount as you otherwise could; if you jump too late you'll end up with three steps per cycle which probably gives you more steps than regular running. The step counter should spend a roughly equal amount of time on each run step as it does on each jump step.
If you wish to come to a stop after moving horizontally quickly (whether through the air or on the ground), it's often a good idea to hold the back key briefly as you land/stop. Done correctly this will save you a step.
So I tried doing one of the portal challenges. I got bronze.
In order to get silver? Five portals.
...WHAT!? Hoooooooooooooowwwwwwww!? In Chapter 5, don't you need to create at least four to get the cube and re-direct the Bouncy Ball of Death? And what the fuck is it for silver? THREE!?
There are some achievements I'll never ever get.
Many of the advanced maps and challenges require you to solve the maps using different methods than the normal solution. A number of times you can skip puzzles entirely.
Hint for your particular puzzle:
You don't need to activate any of the rising platforms at all.
It might just be me, but I cruised through the first 9/10th of this game with almost no problems before running up against an enormous wall of difficulty.
That's not a bad thing, though - I wish the entire game was as difficult as the later levels and advanced challenges. And considerably longer.

Oh man, this map was great. Ending didn't really work properly for me (as in the elevator went dark and then it just stayed like that), but otherwise very well done.
Reading the Wikiquote page for this has given me a burning need to buy it. Luckily my PC (for once) squeaks by the minimum requirements.
I think that GlaDOS gives SHODAN a run for her(?) money in terms of insane computer dialogue.

Also, half the fun is in finding out. Stop reading quotes you fool!
I'd say about one-fifth of the fun is finding out and the other four-fifths lie in actually hearing GlaDOS talk. I could read the game's whole script and still giggle at every line.

This is true. I listened to the song before I finished the game, and I shrugged it off. Then when I passed the game and saw it in the credits, it was too awesome.

Heh. In cosplay it'd probably be the source of the great falls, and not the preventer of injury. It's probably doable, though I wouldn't want to be walking around barefoot like Chell does.

Depends entirely on the phone, for example, the Nokias are the easiest to do it with, my Nokia let me just copy the MP3 over and use it like anything else, my HSamsung Hue is forcing me to use BitPim, a virtual install of XP and Bluetooth to make it happen, significantly more effort....

Yeah, the only way I knew was by reading up on the game before actually playing it, I never recalled any direct reference to the player's name in-game, and the script dialogue files have no reference to a chell of any sort.

It's kind of ridiculous to expect the player to catch your own goddamn name only after you finish the entire game, and only if you're paying attention to the credits. Granted it's a nice easter egg of sorts and probably knowing the actual player's name isn't really important anyway, but it seems a little odd they'd choose to do this if they're actually planning on having this character play a larger role in the HL storyline.
BTW the credits specifically mentioned chell? I thought the credits didn't even list the roles of the people whose names were listed, which was annoying because I wanted to see who composed the Portal soundtrack so that I could tag my songs properly. I'm assuming it's Kelly Bailey for the moment but some confirmation would have been nice.
