Explorer.EXE busted (Re-Opened; New issue in first post)

A very strange and new thing has happened to my mother's computer. In trying to start it up - even in safe mode - an error message comes up saying:

Explorer.EXE Unable To Locate Component
The application has failed to start because BROWSEUI.DLL was not found. Re-installing the application may fix this problem.

[OK]

Now, she hasn't done anything wrong or strange to her computer. It runs Windows XP Home edition.

I thought the recovery option from the Windows disc was an automated process. D'oh, I was wrong (I have never used it before, so I'm walking in the dark). How can I go about reinstalling Explorer without resorting to a format?

Edit - Well, that much was solved. But a new problem has arisen on her computer.

Most everything on her browser (Internet Explorer, and please don't tell me to get her a new browser) (unless that's the only way to fix this) doesn't work. If it's a box to type in, like a forum post or Google's search bar, she can't type in (the placeholder that blinks doesn't even show up). If it's a button on a page, like her email send button, it doesn't work.

Anyone have any idea what's going on?

    I didn't expect to get very precise instructions. Awesome. However, I'm getting errors in using this.
    07. Type ren browseui.dll browseui.old and press Enter. Ignore any error message.
    "The system cannot find the specified file." shows up on this. It says to ignore any error message so... maybe that's what it wants?
    09. Type expand Browseui.dl_ %SystemRoot%\System32\Browseui.dll and press Enter.
    "Can't open input file browseui.dl_" shows up on this command. I thought the .dl_ was a typo and tried .dll and got the same result.

    I feel stuck. >.<

    Did you replace "%SystemRoot%" with "C:\"?

    No, but the computer was smart enough to default to "C:\" anyway.

    %SystemRoot% is C:\WINDOWS, not C:\

    It's a good habit to use shell variables in the first place, it's not always C:\

    Did you put your Windows XP disc in the drive, and change to your disc drive between those two commands? It should've been:

    CD /D %SystemRoot%\System32
    ren browseui.dll browseui.old
    D:
    expand Browseui.dl_ %SystemRoot%\System32\Browseui.dll

    Where D: is the drive letter of the CD-ROM drive on your system.

    Yeah, that's precisely what I did (only the CD drive is E).

    Edit - I'm leaving the bbcode in place, the emotes at least made me smile about this.

    Is it possible I have to be on a specific directory on the Windows XP disc? Would that matter?

    Yes. You need to be in the directory that has browseui.dl_. It's probably i386.

    try going into regular explorer (my computer or something) and typing a web address in the bar ( i think this only works on broadband) if that works then it's her IE install, and it just needs to be reinstalled/patched

    if it's missing there are some settings (can't remember them off the top of my head) that will fix this

    if it's there and just doesn't work then i am not sure
