Windows XP Problem

Everytime I restart into Windows, all my settings have been cleared, every program thinks that this is the first time it has been opened, the backround is set back to the hilly-clouding low-res thing, and it is generally terrible. Someone help, how do i stop this madness?

    This is weird, I guess you could check to see if your C:\Documents and Settings\username here folder is read only. Other than that I dont know off the top of my head anything that could cause that.
