Simcity 4 Deluxe, windowed mode, and whacky graphics

All my drivers and my BIOS are up-to-date, so I'm at a loss. Another fun symptom is that the cursor is about one tile off, so I click to bulldoze one building, and find that 7,000 people are out of a home. Whoops. Pressing G will temporarily correct it most of the time, but it does it again if I pan or zoom. It doesn't do this in full screen.

Any ideas?

    Windowed is the key, right? As in, playing fullscreen fixes the graphical artifacts?

    Right. Windowed mode was added on for the deluxe edition (which is SC4 + Rush Hour [it lets you drive around on the city's roads]). I get the impression that windowed mode didn't go through much testing. :)
