Will it take off?

Suppose a person has the super power that he can fly. Besides that, he has no other super powers or strengths better than the average modern male. He is too weak to lift another person off the ground while standing on the same ground.

Would he be able to lift another person of the ground if he were to fly?

    How is he flying? Like ignoring physics or with giant wings or jet pack up his butt?

    And if he can't lift an average person up (lets say 130 for ladies and 180 for dudes), then he is a sissy and needs to lift some weights or something.
