Motherboard fan issue

Hey, last night I got back from university and hooked up my rig at home. Immediately after i turned it on it made a really distinct, really loud clicking sound so I turned it off and opened it up. My processor and gpu fans turned readily but the one on my mobo was really stiff and made a horrible sound when the forced movement of it was attempted. Now, upon powering up it doesn't turn at all.

This is pretty bad, right? what can I do?

    it sounds like its the chipset fan and those arent too bad to replace newegg has a few substitutes:

    something like that should work, its the least ridiculous and dosent have a massive heatsink. you'll just need to check the compatibility or browse for another
