Mew isnt in the first game and is only obtainable by going to a nintendo special event. So he dosnt really count towards getting the certificate of 150 in the first games.

I'm actually starting to seriously wonder about this. We've had a several month succession of non-character updates that he could have filled in easily, but we still don't have him. There has to be some reason to hold him back.
I'm wondering if we got a Ness-esque character replacement, but I'm not familiar enough with the F-Zero to guess who would actually replace him.
The F-Zero icon is Captain Falcon's emblem (as seen in the samurai goroh update). He may be unlockable like he was in 64 with some kind of speed challenge.
EDIT: Also, we had a month or two of fairly week updates (menus and such), and this last week or so was excellent. It's possible the delay put the normal updates on a 2 month hold where they picked up fillers and Falcon is still a starter and just hasn't been revealed.

The anime takes it a little further. Mewtwo is created by Team Rocket, but being as or more intelligent than them, resents that it's being treated like a slave. Furthermore, it harbors deep hatred for humanity in general for what it sees as their abuse and exploitation of Pokemon, and for that reason wants to destroy mankind. He has a change of heart, however, after seeing how Ash's death causes Pikachu to fall to pieces, and revives him before going off to live a life of quiet solitude.
Personally, I think either Giovanni packing Golbat, Raticate, and Nidoking or Gary packing Blastoise, Alakazam, and Arcanine would be a much more iconic Pokevillain.
I don't know; if you're going to have an iconic Pokemon villain, I really think that, assuming they don't just reuse Mewtwo, they can go for anyone but Team Rocket. Specifically, those two Team Rocket members. You know the two. Yes, they're pretty anime exclusive, but the anime did really define most of the other game's iconics, like Jigglypuff. And hell, Pikachu meant nothing in the games; he was a rare pokemon in an early forest that most people likely never even captured. It was only after the anime took off that the electric rat became so archetypal.
Oh, and I'm just going to assume that Inafune's being coy and/or under a NDA. Because my heart would break otherwise.

Eh, if we're going for a generic Team Rocket member, I'd prefer a Rocket Grunt. Those berets and Zorro masks were classy.
If it's just for the story mode, they could make an evil pokemon trainer but just make him use already playable pokemon, but give them the illusion of being in pokeballs. Like X trainer uses, jigglypuff, [new unlockable pokemon], and mewtwo to battle the playable PT.

Unless it's like Joystiq or Magic-Box or, shit, IGN, I'm gonna go ahead and keep hoping for Mega Man.
Kojima ASKED for Snake to be in the game, and I'm pretty sure Yuji Naka approached them (though I wouldn't be surprised if I was wrong). I doubt Inafune is dumb enough to assume he's the only one who doesn't HAVE to ask.
Besides, Kojima and Inafune are buddies. I imagine "Hey Snake is in Brawl!" would be followed by "You should get Mega Man in there."

The fact of the matter is, Nintendo is doing these people a favor.
This game doesn't need Snake or Sonic or Mega Man to sell a million billion copies. That shit was guaranteed from the start. If Mega Man is going to be in this game (which I doubt very seriously) it's going to be because Capcom comes to Nintendo and begs them.
