Basically, I received the money via paypal, I sent him the information, and then he reversed the transaction. Paypal says if it turns out to be fraudulant, I'm screwed.
You can complain to PayPal. If you don't end up getting PayPal to give you the money back, you e-mail Blizzard and tell them what happened, then they delete the account. You don't get anything out of it, but at least he doesn't, either.

Taking it to Blizzard should be a last resort if you absolutely cannot get the account back, but since you were willing to sell the account it sounds like you don't particularly want to play WoW anymore, so thats fine...if Paypal can't give you your money, at least tell Blizzard.
Yeah, I'm contacting Blizzard. I tracked the ip from the initial email, which I didn't fucking do in the first place, and found out he lives in China. He somehow got a hold of some guy's email in America who works as a special education teacher in some private school in California.

That and you always own the account. Its been a long time since I played WoW but I remember hearing a guy in my guild telling us how he got his account back. He called blizzard and it was either the name on the credit card that purchased the game or registered the game or something will always own the game no matter what.
I recently "sold" my WoW account, but it backfired. The guy now has my information and all the money.
What now?
Since it's against Blizzards ToS to sell accounts they may ban the entire account but hey better that than letting some jerk get the better of you eh.
I know a guy in one of my classes who "sold" his account to a guy, took the money, and then reported the guy to Blizzard for trying to buy the account. Blizzard returned the account to him, and the guy got ripped off.
Yeah, he's an asshole.

I give it a day before your account is used for a gold selling post on the WoW general forums.
Report it to Blizz and get the account banned. Screw him over.
This happened to me the other month, actually. I leveled a mage to 70 on a server with one group of friends. Friends ditched, so I had a worthless alliance mage when my OTHER friends were horde. So I sold the mage towards getting something else.
As soon as I asked if the guy confirmed email change, he signed off.
Within 5 minutes, based SOLELY from his email address, I had his name, high school, his mother's phone number, and a youtube video of him bitching about the Dumbledore-gay-thing.
The internet is a wonderful thing. Exploit it, and get your account back. Or money. Don't forget to file a whatever through your paypal dealie. Grievance, bad mark, whatever.
Don't expect any money back from PayPal. From what I hear from the people I know who have sold virtual property or gold or what have you, they're notoriously bad about letting fraudulent transaction reversals through for anything that isn't a physical item.

Bliz are pretty firm on the TOS/account thing. I tried to get a toon levelled by my housemate transferred to his account several times (he had levelled it before he got his own account) and despite the fact we we had the same billing/residential addresses Bliz wouldn't, because it was against the TOS.

Paypal shouldnt just tell you "you're screwed". Paypal is better than that. People tried to do that shit all the time when ebay first started using it and paypal would just reverse it back. Also, report it to your bank, and then have them report it to this guys bank, and get your money back. Unless he's in another country it really shouldn't be that big of a hassle.
On the other hand, selling characters is against the TOS, so you might be screwed.
I had the same thing happen to me about 2-3 weeks ago with one of my WoW accounts. The seller pretty much has no rights when it comes to PayPal, especially if you did not sell it through an auction service and have no proof that you actually gave him any kind of merchandise.
I did not call Blizzard, but I e-mailed and opened tickets. I didn't care about the account and wanted it banned so no one would have access to it. This was about 2 weeks ago, and the main on the account, I'm sure, is probably still in Nagrand farming away. I got a form response from Blizzard, and I doubt if anything has been done to the account. I didn't call, as I had a second account I was selling, and since the name/address is the same on both accounts, I didn't want to take the chance both would be banned. I could probably have gotten it locked down if I called, since I had the secret question and all that good stuff, but in the end I said fuck it.
If you get your account back (which you should be able to do by calling in and saying it was stolen, provided you have all the info you need), and you still wish to sell it, you can PM me for what I did to sell my second one. I did that about two weeks ago, and so far so good.

Also, if he took your money and your account, why not just take the account back at least? call blizzard, give them your info, get the password reset, and change your info, then take your character back, or at least strip it of it's goods and drop it at the bottom of an ocean or something.
This exact same thing happened to me. I knew it was too good to be true, but all it took was an email to Blizzard explaining that I lost access to my account and a fax regarding account and personal info to get my account back. Had the account back within a week, all my gear/gold a day after that. Whoever had my account was on it for maybe 5 minutes, just long enough to take the gold and sell the things in my inventory. Didn't bother to check my bank. (In an ironic twist, the account was inactive at the time I sold it, so after everything was said and done I ended up with a month on the account.)
I contacted Blizzard, and after waiting 40 minutes on hold, I was able to talk to an HR rep. He reset my email, password, and I now have my account back. They transferred my main character to another server and deleted another, but this is all in the process of being reversed. Another fun fact is that after he jacked it, he renewed the payment on the account. I canceled the payment, seeing as that should sever all ties, but I now have one full month of playtime thanks to him. I don't think I'll use it, though.
I guess I really "learned my lesson" but I still can't bring myself to watch this account rot. I'm definitely not going to begin playing again. I'm interested to see if my conscience and/or greed will make me try and sell it again...
On a lighter note this not only gave me a tiny bit more faith in the system, but it also helped the unlucky woman in California whose credit card they used on paypal.
