So where are the notes for this apparently new patch?

    http://www.worldofwarcraft.com/patchnotes/test-realm-patchnotes.html

Same place they always are, same place they've been for the last 2-3 months. I really find it hard to believe people don't take a once over on these things sooner than patch day.

    * Boat and zeppelin vendors and NPCs are are back on duty.
    * Reduced network latency by disabling the Nagle algorithm.
    * /timetest is a command that can be run to provide information on game performance. /timetest 0 turns the command off. When the command is issued, the next time a player uses a flight master to travel, certain statistics will be measured and displayed at the end of that flight. All weather effects and spawns are shutdown during the test.
    * Effects triggered from being critically hit: Many abilities and talents were changed in 2.3.0 to allow them to trigger from critical strikes that occurred while the player benefitting from them was sitting.
    * Quest givers with blue question marks no longer show up on the minimap.
    * NPC's who you have completed a quest for will display a question mark on mouseover rather than an exclamation point.
    * The bank controls for the guildmaster level of a guild is now grayed out. A guildmaster always has full access to a guild bank and this cannot be changed.
    * A "Withdraw-Repair Only" button has been added to the guild bank controls. If this is set for a guild rank, then that rank cannot actually withdraw funds from the guild bank, but they can still use that daily amount of money for repairs.
    * You will now automatically stand up when attacked, even if the attack doesn’t land.

    * Arcane Shot: Ranks 1-5 will once again deal bonus damage based on attack power.
    * Aspect of the Viper effect increased. (From 50% of total intellect to 55%)
    * Freezing Trap is no longer limited to one target at a time.
    * Pet leveling speed has been increased.

    Mage

    * Cold Snap (Frost) cooldown reduced from 10 to 8 minutes. It is now in the Ice Block position in the talent tree. This ability will no longer reset the cooldown on Fire Ward.
    * Conjure Mana Gem mana restore variance substantially reduced,(Rank 5 – Emerald) now restores 2340 to 2460 mana and has three charges.
    o Rank 1 - Restores 390 to 410 mana. (Instead of 375-425)
    o Rank 2 - Restores 585 to 615 mana. (Instead of 550 to 650)
    o Rank 3 - Restores 829 to 871 mana. (Instead of 775 to 925)
    o Rank 4 - Restores 1073 to 1127 mana. (Instead of 1000 to 1200)

    * Ice Block (Frost) is now available on the trainer to all mages at level 30.
    * Icy Veins (NEW Frost Talent) decreases casting time of all spells by 20% and increases the chance your chilling effects will freeze the target by 10%. Lasts 20 sec. 3 min cooldown. It is now in the Cold Snap position in the talent tree.

    * Shadowstep now adds a 3 second, 70% movement speed increase.
    * Sinister Calling now also increases the percentage damage bonus of Hemorrhage and Backstab by 2/4/6/8/10%.
    * Cheat Death: When multiple attacks land simultaenously, all those resolved after the attack which triggered Cheat Death will now have their damage reduced by 90% as intended. However, the combat log will still report them doing full damage.
    * Hemorrhage: Rank 4 of this ability no longer has its charges consumed by non-physical attacks and spells.
    * Hemorrhage weapon damage reduced from 125% to 110%, but the damage debuff has been increased.

(New Version - The caster is surrounded by 3 globes of water, granting 50 mana per 5 sec. When a spell, melee or ranged attack hits the caster, 200 mana is restored to the caster. This expends one water globe. Only one globe will activate every few seconds. Lasts 10 min. Only one Elemental Shield can be active on the Shaman at any one time.)
    * Lightning Shield mana cost reduced.
    o Lightning Shield (Rank 1) - Mana changed from 45 to 25

Right, they were the biggest gainer of buffs but it's to skills that they don't use a hell of alot and so the Hemo nerf makes the patch a wash for them.

Druids get a buff and a nerf so it's a wash.

Paladins CS change is a buff/nerf depending on gear levels. The sanctified judgment change is a buff but we won't hear much crying from other classes over it.

Mages did really well. The patch "winners" If you will.

Hunters got some buffs but nothing as game breaking as what they had.

    Shamans got some small buffs.

Priests got neither buffs nor nerfs nor bugfixes.

I think in general, warlocks have gotten very little attention in quite a long time, and warriors have, and most other classes have.

Warlocks may be awesome, but they still have some serious issues, like a tanking pet that still isn't a terribly good tank and a terrible heal for that tank.

I'm not too fazed about losing 40% speed if it means I can fly everywhere. We'll see how it goes when I actually get there, but at least for a while my kodo will only get used on Azeroth.

True. I can also console myself by looking at the hemo rogue section.

actually hemo hits harder now with 40 in subt, because it takes advantage of its own debuff, plus they buffed the damage added the debuff gives.

Then why the hell were rogues (here and elsewhere) bitching like this patch was nerfing hemo to unplayability, etc.?

Because many Rogues with hemo don't want to be subt rogues and the +10% buff talent is 3 tiers down from hemo.

rogues are bitching because it's very painful to arena without double AR, apparently. and rogues bitching here consisted of: wavechaser, who has a knee-jerk reaction to everything.

Excellence is Righteous Fury not costing 1.3k mana per cast anymore.

haha yeah that's a pretty neat change

I'm still iffy about the crusader strike change, but the sanctified judgement change is pretty rockin'

It seems a bit counterintuitive for them to 'fix' Hemo by only making it useful if you spec deep Subt, when they give you Hemo halfway down the tree.

Although I have no actual, factual experience to base this opinion on, it feels like sort of a slapdash, half-assed fix.

(Also, I can see why they felt the need to remove AR from Prep, but making Prep reset Shadowstep really isn't tricking anyone)

Both my ret paladins are level 44 right now, 6 too low to catch Crusader Strike, so I'm missing out completely on the 100% + 40% version. 110% sounds fine, though, as I haven't had a chance to pick up endgame ret gear at all yet.

You spelled "fazed" correctly! I don't think I've ever seen anyone do that on the internet. Ever. <3

On the internet most non-Americans are better at English than Americans. :P

Luckily this forum has people that can read good and can do other stuff good too.

Knee-jerk reaction to everything? Sorry if I was upset about a build I enjoyed playing getting nerfed.

see I can understand the idea behind it

but it's getting to a point where we might as well not have spell damage at all, which calls for a complete re-itemization of all things ret gear

which reeks of the hunter itemization change, which left hunters not in endgame gear completely gimped to hell

    oh well

Crusader Strike should be either a 31 or 21 point talent, damnit. It's so goddamn vital to the entire ret tree.
