    in my playthrough at least, liara was pretty vital to the story

    how do you advance it without her deciphering the prothean stuff in your brain

    She still does all of that, it just takes all of 20 seconds as oppossed to her having to mind meld with you multiple times. The story won't enter the endgame until after you complete all of the main missions, even if you beat Virmire before you go to Artemis Tau.

    I went for Liara first on one playthrough and on my second playthrough I got her after Noveria.

    Neither time did she talk crazy talk. Normal dialog both times.

    I think you may have to leave her until after your second mission planet to get the crazy talk. Hmm. I'll get an actual answer for this, though I don't think that assumption is wrong.
