Lots and lots of people could have the power to force a tie. Last minute vote reversals, unusual vote related special powers, factions talking off-board and swaying the vote, etc. Shit happens all the time. That's almost how the HP Phalla Nevs ran ended. I nearly arranged a tie right at the end to genocide everyone except like two people. Because we couldn't figure out who Voldemort was, we decided the safest was to force a 6 way tie and watch the vote kill everyone.
Alright ties are best avoided, good to know. Makes a difference on how the village plans things, also means we should have a definite second to prevent the bad guys from dropping the vote onto a tie.

Well, we (or rather I) don't know that, but we know there's precedent. In the Heroes phalla HylianBunny ran, the Micah Jones special character had extra votes, and the Hiro Nakamura character could change the time the vote actually closed, both of which could significantly alter the vote outcome.
I know squat about Buffy or Angel so I really can't speak to what kind of vote related powers may be in this one. Perhaps some kind of police officer/authority figure? I dunno.
Vote changing abilities were originally what put me off of werewolf games. But that was combined with the shitty community I was part of when they were run. Bunch of bastards.

A character's Phalla ability does not need to be 100% validated by the character's theme/name, and occasionally it isn't.
