Just wanted to share this good news. Haven't played the mod yet, just heard about it, looks amazing though.
(edit)Alright, here's a breakdown. The mod was developed by a guy named Bear Dude over at NMA. I know the stigma the name NMA can have for people but from what I can tell this guy has been working tirelessly on the unofficial patch that some of you may be aware of or have used in the past. I personally have used the unofficial patch and can tell you after a play-through that the game is quite improved by it. From the looks of things theres no reason to expect less of this.

The day of release has finally come. It has taken me about almost 2 years to get this complete and yet I still believe I can find stuff to add. The purpose of this mod is to add back into the game all the content that was originally planned by the Fallout 2 devs. You will find about 6 new locations (some quite large, other smaller) as well as a few new areas to old locations. In addition, almost every town in the game has new content whether it is new characters, quests, or items. Playing this will definitely be a new experience. Completion of this expansion would also not have been possible without several individuals who I thank in the readme of this mod. Big thanks to all of you!
I have an eyebrow raised. Though interesting, I must unfortunately have a little concern about the source of this modification. I can't help but feel that the same problems that plagued the Bloodlines Fan Patch may well be evident here.
Looks interesting. I'm currently involved in my own personal crusade to take down the PC gaming classics that I never played through, so I'm wondering if I should stick with vanilla Fallout 2 or go for this mod, having never played it before.
Slightly off-topic: my crusade entails System Shock 1 & 2, Fallout 1 & 2, and Half-Life 1 & 2. Wish me luck folks.
Reading through the change list, it's a mixed bag. Some of it is stuff that was partially in the game data but wasn't used, some of it (the Kaga encounters) were talked about by the developers or mentioned in the Fallout Bible but never actually done. A good bit of it is new content, but none of it is entirely original content.

I didn't notice that. What I'd like better is the ability to punch them and knock them out, but not kill them. The first time one pickpocketed me, I punched him and he fell down. Combat ended right there, and I was able to take my things back. I thought it was supposed to work that way. Next kid that steals from me I end up splattering on the wall.
On the plus side, the bounty hunters that track you out in the wilderness if you're a childkiller are a bonanza of free stuff. I had a Jackhammer by the time I got to Gecko.

• Mess with the Enclave on the Gecko computer and feel the wrath of the verti assault encounter.
Hells yeah! Bring it on, you Enclave bizatches!
• Learn some info about the Vault Experiments from Vault City's Vault.
Yeah, I would prefer to learn like this rather than get info-dumped on by the Prez at the end of the game.

Things that strike me as very bad ideas.
Modoc:
• It is now possible when falling down in the Ghost Caves or being expelled from the Modoc toilet to break a limb. (Party members are affected too)
Developer comment from Fallout 1: "Yeah, so it used to be possible to get a hernia and take damage if you failed your strength check opening up a manhole cover, but after one of our playtesters died that way, we figured it wasn't fun and took that out." This is gonna result in a lot of save-reloading: who the hell would want to live with a broken arm from something that's basically story-line required?
Navarro:
• Ability to fly to Enclave in a vertibird.
a.k.a. Ability to skip Chinatown entirely. I guess it's the equivalent of letting Harry take you to Lou. Still strikes me as a bad idea.
• 5 Kaga encounters (he was the previous Chosen One and is now trying to kill you)
Wut?
Things I wonder about:
* Why no peaceful resolution for Frank Horrigan?
* Why a Phazer from the Space Shuttle Special Encounter?
* Why no fix for the Holy Hand Grenade encounter?
Curious, but after the last fan patch made it so the Marauder's den wasn't accessible normally (and I couldn't find the quest to reach it), I'm gonna need a tiny bit more convincing.
