Jailing is probably still too stiff of a punishment, and if a santa cares that much they could send their gift through certified mail. That doesn't mean everyone is a selfish dumb retard because they are looking for ways to help the system work better.

Start a thread somewhere called "I sent a gift to you, did you get it?"
Then anybody who is concerned about the logistics, or who sent their package without a tracking number, can post in that thread and maybe their gift recipient will pipe up.
It is also not unheard of to PM somebody if you sent something and never heard from them, asking, "hey, did you ever receive the gift I sent you?"

As a scientist I'd hate to draw positive conclusions from negative results. ;-) Seriously though, we've learned to become a very data driven society. This conversation is being recorded indefinitely on a server somewhere. Every credit card transaction is stored on a computer. I get a receipt when I buy coffee! I'm surprised at the number of people claiming they wouldn't feel at least some nagging doubt caused by the lack of confirmation.
