Photoshop 7 isn't working for me and that is a problem because I use it a lot.
What happens:
I open the program, click File>New and it locks down. I can't run anything from any menu or use any tool. Most intriguingly, I can't click the X button to close out- I have to bring up task manager and terminate the process.
Now, the scratch file is on the same drive as Windows, but there's plenty of space.
Also, this is a burned backup disc that my friend gave to me when he bought CS3. He uninstalled PS7 and gave me the backup disc (he lost the original) and the original code. I hope this is legal- and besides, I doubt Adobe could lock me out remotely. I haven't even registered with them.

try holding ctrl + alt + shift (option command shift in MAC) immediately after launching PS. If you hold that, it will prompt you to restore all of the preferences for your photoshop.
Also, as the other person said, make sure the primary display monitor is your main computer and not some external device (extra monitor, tv, projector etc.)
Slightly off-topic, but a handy Windows trick for this is Alt+Space. It will allow you to "move" a window that is off-screen back onto the screen with the arrow keys.
(I use Open Office a lot and it is notoriously bad at opening up dialog boxes on the monitor that ISN'T plugged in.)

What you describe happens to me if I go from 2 monitors to 1 monitor, because there's a dialog box open on the (nonexistent) extended desktop.
