Brutes have Tank damage resist caps (90% vs. 75%) even though they have scrapper values. So they're capable of being made tougher than scrappers and in a few cases they can beat 75% resistance in sets scrappers don't have.
I settled on DB/elec for the AT, but I can't decide on a theme. I tried to make Taserin' Eddie, the robtic mexican gaucho who dual wields tasers, but I I couldn't make his costume look right. Any ideas?

i've got a SS/Invuln Brute at level 33 who can solo on the highest difficulty
This is basically true. My 32 SS/Inv brute is all but unstoppable.
On that note, I've got Hand Clap and Hasten and they're useless. Does anyone have any better ideas? I have all of my primary/secondary powers except jab, hurl, taunt, and resist elements (I'll be picking up Tough hide and then Unstoppable at 35 and 38 respectively)
The patcher has a link to War Witch talking about the Hollows revamp. Sounds like the zone is exactly the same except spawns are far more diverse (including Legacy Chain and Longbow helping players out), easier paths to make it around safely, and every mission takes place in the neighorhood/area the contact is located in.
I'm kind of pumped, no more running Newspaper missions in the early levels just to stay in one zone. This will even make travel times shorter as long as you stick to one Hollow's contact at a time.

Well, once they hook up the more character slots buying interface, I'll give the Hollows another chance on whatever my next new hero is. I'm probably going to try out a Psi/Something blaster, but it may depend on what happens with the other new power sets. If Scraps get Elec/Elec, I'll be all over that.
First, can someone break down the origin and what you fight from it for me? I've gone to paragon wiki, the official CoH site and forums, and still all my characters end up fucked over and fighting the their one fucking weakness.
Secondly, I'm considering a blaster. I've not yet ever seen one electric blaster primary (a couple secondary elec though). I tried out a concept character, a werewolf who used sonic as it's power, but ended up not liking it. I think I'd like to try an electric blaster, just cause there are so many fire, ice, rifle blasters around. The obvious idea is ZOMGTESLA!! I'll probably try and avoid that.. and have an idea on the mind, just have to try and get it into action.
Thirdly, I'm tankin' it up atm. My Ice Armour, Super Strength tank is beast. He sucks killing anything though, cause he still has only the level 1 attack power (other than taunt). At 14, I've just stopped attacking things, it's a waste of my endurance. I use icicles and that one ability that is an AE slow, and slotted them with Taunt. I've slotted everything with at least 1 -endurance, a lot of them two. Hoarfrost is a nice "oh shit I need a heal" ability, but can't see it much more usefull than that. And wet ice, oh man wet ice. Cast your tenebrous tentacles on me, you dipshit asshole vahz, go ahead. I love it. Add in the tech origin, and my little throw thingy is a nice little stun to interrupt the suicide bombers. I would like to take a few more attack powers, but I don't see myself using them until I get Stamina, cause my toggles are so endurance hungry as it is.
I was told to take teleport on my tanker, cause later I won't be able to move around well.. then I heard that's more for rock armour. So I now have an Ice Tanker w/ teleport. It's pretty cool, but I wonder if I should have used something else instead. (Also I took teleport team member first.. not thinking how useful teleport enemy could be)
Ahh well, having a blast in CoH. I know I should try CoV, but so far, I just don't really want to go over to that side. I dont' like the the newbie zone, and while brutes are pretty cool, I like scrappers more.

Ice tanks don't need taunt, with icicles and CE, you should hold aggro more than enough. Tanks aren't meant for killing things to be honest. The first 30 levels of a tank is mostly to grab attention away from your teammates, then you'll start to pick up your more heavy hitting attacks from there. Once you get Energy Absorption, you won't have to worry about end too much on your Ice.

The only tanks I see needing teleport is Stone tankers. Cause granite + rooted = SUP 2 FPS. If you like teleport, I suggest you keep it. Other good options are AS for fly, hasten for super speed, or combat jumping for Super Jump.
Origin doesn't mean anything, it only relates to that little starting power you get. Past your very first contact no enemies you fight are origin specific.
Tankers take Taunt?
When you get a chance to respec drop taunt and get some attacks. Your attacks have a built in PBAE taunt, it isn't as effective as Taunt the Power but it is a hell of a lot more fun, causes damage, and will be more than fine considering you also have your icicles and CE.

Taunt use to be required for a Tank who wishes to protect his team. Now that isn't even the case because of Gauntlet, the passive inherent Tanker power that causes all Tanker attacks to produce a strong taunt on the opponent being targeted and a minor taunt on enemies around the target. Get some attacks.

The very first enemy type you fight in Atlas or Galaxy is determined by origin as well as the missions you do there but that is it. Also contacts all fall under a certain origin type in City of Heroes which means that if you are say, magic, and you start at Azuria in Atlas she will then introduce you to one of the magic contacts in the next level range. This contact may then him/herself introduce you to a tech or science or natural or mutation contact in the same level range. If you then become friendly with(or outlevel) those further contacts they will introduce you to the a contact at the next level range of their origin.
Actually if you read that page he explains it as well.
Edit: Note that there are several contacts for each origin in some level ranges(you can only be introduced to one of them). They all give the same missions so they are essentially the same contact just with a different model. Why they don't just streamline them all down to one contact makes no sense to me but hey.
Double Edit: One thing you could be experiencing is if you only did one of your contacts per level range and you were say, magic, then you may just be constantly doing the magic contacts as you get introduced upwards at each level range which would mean you were constantly fighting magic related enemies such as the CoT.

Yeah dude, I'm down for some comedy in my character creation. But all the daggers I tried just looked like daggers, and Taserin' Eddie the robotic gaucho who wields daggers doesn't make any sense.
Edit: Also, I heard DB sucks for brutes, so now I'm thinking about going with DM/ or stone/. Who knows though, I'm a sucker for weird builds, so I might still go with DB.

DB is awesome for brutes. I'd say it's better for brutes than any other AT that gets it.
Yeah, I think the confusion comes from the brief time when all of the weaponsets except DB had the redraw-time issue fixed. It was only a couple of weeks maximum, but because it was a lot of players' first experience with DB the meme stuck around.

and then the DB Brute in the group was like "Well, then, I'm sorry I wasted your time" and quit the group and logged out in the middle of the mission leaving me with no-one to LK me

So thanks to the XP curve tweak in the last patch, I'll hit 45 and get most of the way through to 46. In light of this.....Kheldians. I can't find any really recent guides, and I'm thinking of making one since I'll unlock them in a week or two.

We weren't like, shittalking him or his build. I was asking about what sort of brute to make, and this other brute was like, I wouldn't go DB cause it sucks for brutes. So there was talk about the animations, the damage compared to other sets, etc. It's not like we were badmouthing the dude personally.

Unfortunately I must not have saved the slotting but I think this was a triform build. I'm thinking dual or triform right now. Human only seems kinda pointless when you pick a Kheld for the shapeshifting versatility.
