Horror shoot em up game on the NES?

I can't remember the title of this thing. It was like the old arcade game Crossbow (kind of) but it was various horror scenes and basically involved you shooting people trapped in various torture devices.

I remember it was really bad?

    I think it was called Creeper or something like that.. I know the one you are talking about as it was shit.
