The Guiding Principles and New Rules document is now in effect.
Edit: Oof, I read that wrong. There should be a way to set up a link in a shortcut, but I'm not sure if windows will let you change the link totally. But the Gmail Notifier program will launch the browser when you click on it though.
You can do this with Thunderbird... install that, set it as your default email client, then simply select "Gmail" from the New Account wizard. All you do is punch in your email address and name and the whole thing is good to go.
I'm sure you can do this with Outlook or Outlook Express, too, but I'm not positive how, and I know it's not nearly as easy to set up as Thunderbird.
Outlook and Outlook Express can be configured for POP email accounts.
Go to your Gmail settings > forwarding and POP/IMAP tab > select your POP setting of choice > click the "Configuration instructions" link > Select you email app from the page that pops up and follow instructions.
