I was thinking of a similar Manectric build, just with Protect instead of Swagger. And the Focus Sash would be good, due to his crappy defenses and HP. But then I decided that Haietlik beats the pants off of Manectric.
Status report: halfway done with my second of three newcomers, should be done within three hours. I'd be up for a test then.
Ink, I don't know if theres a single pokemon in the game that you could have started with which would have been worse for me.

I'm a little annoyed that I've added one more OU to my team, bringing me to three, but the only other Pokemon I could find that fits a similar role as the third OU lacks a crucial move that can determine its longevity. That's pretty crucial, since it's a defensive Pokemon. And it's not immune to Ground like the OU, which is what I really needed with two Ground weaknesses and three neutralities.
At least it's still light years away from the likes of Garchomp and Skarmory.
Apparently battling on Wifi automatically ups the levels of your Pokemon to 100. Does that mean that all of your EV training stats are automatically distributed? Because while I'm willing to EV train my guys, I am not so willing to level them to near 100 to get all the EV stats just fighting the Elite Four over and over and over and over and over and over....
Don't feel bad about playing with OU pokes, they're overused for a reason. The important thing is to balance the team and if a OU is needed then so be it. Unless you absolutely loathe that particular species.

Not at all, I find it to be quite a cool Pokemon, since it is one of those guys who wasn't used nearly enough since it lacked an evolution prior to DP. I just like using UU guys to mess over people when possible, like the Top and Haietlik. The Missus has gotten a lot of positive response as well while royally screwing their own Pokemon with a single move. I look foward to seeing how your Bibarel does.
And yes, dingus, the EVs will be administered in the scaled battle, even if the Pokemon is level 5 or 99. The EVs will be at the max regardless. Most of us here have Pokemon in the 30s or so due to raising a lot of them as a result.

If your pokemon has 510 EVs at level 15, they still have 510 EVs at level 100. They just make more of a difference at level 100. To answer your question more simply, I have many fully EV trained pokemon that I use online who are actually below level 20.

My Manectric's an annoyer. I've used it a couple of times, but it's not especially good. It's just pretty.
Actually, most of my sig-team on my copy of Pearl right now. I also abandoned Torterra because Ice Beam. Just because.

Works pretty well against Special Sweepers if I get the drop on them with Thunder Wave and some nice Para/ConfuseHax.
