PMs not sending

I've noticed that my PMs often will not send, or will take upwards of 12 hours to actually send. They will sit in "Outbox" and not go for a very long time.

Is this something I am doing/not doing, or is it just part of the system?

    They stay in the Outbox until the recipient opens them.
