I am beginning to see I suck at this game and it brings out the worst in me by far. The only winning move is not to play
Practice makes perfect buddy. I'm currently reaching 480 hours total in this game man since late September and there's still plenty of room for improvement.
There's a reason why there's 9 classes in this game.

This is truth.
The PA servers are a community of like-minded people. These servers give people a challenging place to play without anyone having expectations for you to be amazing at the game and giving anyone a chance to improve. You never have to worry about someone bitching you out for making a mistake. I know for a fact because I've dicked up a lot of point captures at the last moment of a round. I always run off the point. :x
but yeah we did some pretty spiffy stuff on zot's server involving cars and cubes, either me or someone else will upload pics later
Have you found a class you simply adore? For me it was the scout. He's just such an asshole and hilarious at the same time.

I was horrible at scout. I'm still not amazing by any means but I have vastly improved. My advice is to learn as much about the class you love as possible. The first thing I did was google "tf2 how to play scout." Silly right? I learned a lot though. The first thing I learned is that I was playing the class completely wrong. I still slip up sometimes because I get way too aggressive.
Look for some youtube or stage6 videos by a gentleman named EvilDaedalus. He has some fantastic videos on several classes out there. Watching his two scout videos helped me out a ton. I still watch them now and then for refreshers. The one thing I still don't do enough is utilize my double jump to its full potential.

Are you sure this is my server? I do not have reserved slots on mine, not even for myself. In fact, reserved slots are only available with mods, so unless Valve changed something without letting anyone know, I don't think this is possible.

In the long run getting kicked for a reserve slot is unavoidable. The next release of sourcemod will hopefully fix this but currently its simply a limitation of how they work. My guess is if you are set to autojoin you're catching the server right as someone leaves while an admin or reserve slot user is on. If a reserve slot user is on in slot 25 and someone leaves there is a brief interval in which the server browser sees the 24th slot available (the 25th is hidden). The problem is that the plugin will move the user from the 25th slot to the 24th slot in order to free the 25th one for another reserve slot user to connect.
So the progression is:
1) Server is full with 24/24+0 reserve slot users.
2) Reserve slot user connects and server is full with 24/24+1 reserve slot user
3) Normal user leaves server is at 23/24+1 reserve slot user
4) Server moves reserve slot user to a general slot leaving the server at 24/24+0 reserve slot users.
So you get that message if you try to connect while the server is in state 3.

Yeah I love the scout a ton, only played 14 hours with him and I'm crap (as compared to my fiftyish pyro hours which I'm just moderately less crap at) but it's so much fun playing with mah scout that I don't care if I end up on the bottom of the server (which I frequently do).
Problem is I feel sorry for people on my team :P EvilDaedalus' movies helped a lot though, I actually understand the class now. Marginal improvement there... Still gotta learn how to aim though
That's the tough bit, aiming. I don't have much difficulty pegging the hell out of people with my shotgun at Pyro speed, but the Scout just sends me straight to hell.
Of course, that might have to do with having played Scout for a grand total of two hours. Or so.

It's amazing to run and jump on top of heavys as a scout when they are alone.
So, I bought TF2, but it's constantly telling me that it won't pre-launch or start downloading because the servers are permanently "too busy". What the hell? I've been trying for 2 hours now, am I just being impatient?

I have the most luck with scout when I do a kind of divide & conquer thing. Scouts can take on pretty much any class head to head but when you throw in even one more dude with his attention on you, you get fucked pretty fast. Unless it's like a sniper and an engineer/medic or something, in which case you can just two shot both and barely take a hit.
Yesterday I was playing offense on gravel pit and my entire team went B while I figured i'd fuck around at A and see what I could do as scout. I jump past the stickies which were over the exit and the demo detted them too late, two shotted the demo who was camping. then I ran out the right side and saw a pyro walking through the middle to the left side, so I ran up behind him, got a point blank shot, backed up and 2 more took him down. Then I saw this spy decloak right beside me (HimSa disguised as demo man) so I two shotted him and took like a revolver hit or something. Ran up the left side and into a sniper who hadn't even seen me yet, two shotted him and proceeded to cap while the team took B.

Yeah, I remember around the start of the game, Rak and I were pretty evenly matched.
Then 100 hours later, he's played 380 more hours than I, and it really really shows, he can easily outclass me, though I get a few lucky shots in.
Hurry up and join it so I can see if it works or not.

You're doing it wrong. Don't join the server as if you would in order to play. Instead, find "Penny Arcade TF2 TV" in the spectate tab of the server browser.

I spend the entire game as, more or less, an extremely unwieldy mobile weapon, and I still manage to occasionally top the charts.
It is very hard to consistently suck at this game if you have an elementary idea of where to go and what to do.
