Not nearly so many people were "upset" by Jam Sessions, and that piece of software (I hesitate to call it a 'game,' because that is not its purpose) was meant to simulate guitar music by allowing you to set chords and strum virtual strings.
So why is it so much worse that there's a game, that is only trying to be a game? It's not trying to make you feel like a rock star. You're not supposed to look awesome playing it, and you hardly look like any less of a dork rocking out on a plastic Les Paul. It's dorky goofy fun.
At worst, GHDS is like Elite Beat Agents or Amplitude or Frequency or whatever. But with its own buttons.

Because I personally find it kind of endearing, despite the fact that I have no prior attachment to the series whatsoever. Or maybe, because of the fact that I have no prior attachments, I dunno.
Of course, I found that rotary dial attachment for the Arkanoid DS port to be cool too. The game itself is just decently amusing, but that rotary controller was an interesting idea.

To answer both of these comments: I think it boils down to what people like most about Guitar Hero as a franchise. Is it the process of hitting notes along to music, like DDR or Beatmania, or is rocking out with a plastic guitar? And in the case of the latter, does scribbling your right hand in the palm of your left feel like you're playing guitar? I can't answer that for myself yet, as I haven't tried it, but I'm skeptical.
Once you get past that hurdle, though, seasoned GH/RB vets are going to call into question the notecharts, which GH3 took a lot of flak for once the franchise changed hands.
I'm staying out of the good/bad thing because I definitely over did things in here but I will defend Carrie to the death! (Even though she's wrong about Rock Band) C'mon SK get the band together! : )

Activision today officially announced Guitar Hero: On Tour for the DS, dropping a few more details about the portable rhythm game.
On Tour will use a pick-stylus and touch screen strings for strumming and that fancy Guitar Hero Guitar Grip for fretting. The game will include a local wireless co-op mode and a Guitar Duel battle mode with battle items unique to the DS. Some examples include forcing a player to blow into the microphone to put out pyrotechnics gone wrong and being forces to autograph the touch screen to stave off crazed fans in the middle of a set.
The game will have five new unlockable venues. You can customize the game a touch by changing the color of your guitar and picking outfits for your guitarist. The DS version will come with six characters, two of which are new to this version. The rated E 10+ game is due out this summer.

GAME.co.uk have started taking pre-orders for Guitar Hero: On Tour, on the DS.
It is priced at £44.99, making that around an extra £15 than typical DS releases. This extra cost covers the cost of the "Guitar Grip" add on, which goes in the DS's slot 2.
GAME are predicting a 1st of June release date, although they more than likely just pulled it out of their ass.
