Ok, so my computer display looks like someone is shaking it from side to side. It's blurry and I can barely see shit. Also, certain things (occasionally the cursor) seem to be casting "shadows" of themselves on the screen. Restarting my computer didn't help. I don't know if this is a monitor problem or a video card problem. Please help!
P.S. My specs are AMD Athlon 64 3000+, nvidia 6800GS OC, 1GB OCZ RAM
Is this a new problem or a new monitor? If it's a new problem, have you changed anything recently? Is it connected through DVI or an analog RGB connection?
The shadows you mention make it sound like a ghosting problem. This is sometimes caused by a bad analog cable connection, so you could try a different cable or a DVI connection.
New problem, nothing's been changed, and the monitor is under a year old, but could not be considered new. Basically, I just came home, turned on my computer and it shat in my face. It worked fine this morning.
I'm pretty sure it's a DVI connection
Edit: there's another monitor and computer here that I could use to isolate the problem, but I won't have time to do that until much later/tomorrow.
Or it could be a lot of EMF near the monitor. Lots of other electronic devices near the display? BE GONE!
Or it could just be a refresh rate issue. Sometimes with a very low refresh rate you'll get shakiness and blur. But I'm assuming you have an LCD and are using 60hz so it's probably not that.
Well, umm, it went away on its own. I went out for the night and at some point my wife turned it on and found that it worked fine. So, I guess the electricity gremlins left? If this problem comes back then so will this thread.
I had EMF issues at my parents home. It was isolated to the corner of the house where the Mains entered off the pole. Depending on electricity usage it could get really bad and make your eyes bug out trying to look at the screen. I did a whole whack of research and aside from building a Faraday Cage around it, there wasn't much to do.
I'm glad it went away, possibly someone working on the other side of a wall?

Uninterruptible power supplies (UPS) can help with these problems. In addition to letting you work through a blackout, they do some power conditioning, which may help in this case.

I don't believe it - I'm on my THIRD PS3, and my FIRST XBOX360. What the heck?

These will at least narrow it down to being a monitor problem, cable problem, or computer problem.
