2003 server + lag?

When I am running windows 2k3 server, for some reason it lags out every 15 seconds or so. Like if I'm listening to music, it will lag out and the music will slow down during that period. When I look at the CPU usage history, one of the CPU's spikes a little bit periodically, and at the same time as the lag occurs. It only lasts for a second or so, but it's getting annoying. I've installed all the updates, and I'm wondering if anyone has had similar problems, and, more to the point, if they've fixed them and how.
