So yeah. I just got a check from the Department of the Treasury in Pennsylvania. Its green and has the statue of Liberty on it. Its for $299 so I think, THINK this is my Stimulus check, however I think its way too early for that to even be sent out yet. So basically I need to know weather this is my tax refund (in which case I got about 30 bucks extra on it) or my Stimulus Check.

The amount is right, and there is word that they started direct depositing the first round of stimulus checks today...which wouldn't explain a physical check right now. If you haven't received your tax return yet, I would suspect that it is that, actually. Who knows?

Individuals who receive social security benefits (disability and not retirement) that do not have other supplemental income (a job) will receive a $300 rebate if they filed and wrote "STIMULUS PAYMENT" on the 1040.
Individuals who have filed this year will receive around $600, no strings attached, that means regardless of if you got money back or not (as long as you make under $75000).
Couples who file will receive $1200 respectively. And those whom have legal dependents will also receive roughly $300 per child extra.
You'll see some sites who list the amount $300-600 per individual but that's simply a stipulation because it's including those under the SSI benefits. Granted, there's some circumstances around that, but the vast majority of single filers will receive a $600 check (per person).
I don't know where you heard that it'd bottom out at $300 if you don't owe anything, even the letter I got from the IRS told me that single filers would be getting $600 or more regardless of the taxes filed.

Your info is old. The federal government sent out payments earlier than originally planned.
