The title pretty much says it all. I thought I'd start a new game project for fun, a console style JRPG, and though I've got the programming stuff down, I could use something a little more powerful than MS Paint for making the art. Any suggestions? I'm not looking for anything too advanced; just a free program that will let me make NES/SNES-level 2D art in a standard format like JPEG.
Just installed Graphics Gale, tried it out and it looks to be exactly what I was looking for. Thanks ZombieMambo! In honor of you, the game will be sure to include many zombies. True, that was the plan to begin with, but it sounds more grateful this way.

Hmm, since RainbowDespair already found a good, free graphics program, I guess that this thread is going to be locked soon. Before it is, I would like to throw out Paint.Net as another good, free graphics program.
Can someone tell me a good free program that will allow me to create seamless textures? The kind that you can tile endlessly and can never see the seams?
I would imagine that's more a matter of designing your tiles carefully.
Any engine you use (or program yourself) will be able to display textures without a border around each tile, so the difficulty is in being clever enough to make it not obvious that you're repeating the same thing over and over again.

this is a really bad tutorial on how to make half-assed looking seamless tiles, but I'm sure some googling would bring up a better tutorial.
