Heh, if you want to stay right downtown, the prices tend to start around $120 for the worst you can get and $150 can actually get you a decent place. I'm actually leaving in 10 min to go to Van and stay downtown, so if you let me know what you'll be doing or what you want to be close to, I'll give you some tips tomorrow.

Anything Downtown is going to be fairly pricey. You may want to try one of the Hostels around. There is a couple that are downtown and are pretty nice price-wise, but, you'll be staying in a hostel.
If you do want a hotel and don't opt for something right downtown, be sure to try and get one that is close to a Skytrain station. They come and go quite often, and the maximum a trip takes is about 30-45, and that will get you from downtown Vancouver to the middle of Surrey. Generally, trips around downtown area will take you all of 5 minutes, if that.
as far as hostels go, i can't really recommend the sunspot, cause i've never stayed there.
