I can think of a bunch of ways to get this to stop, but a lot of them wind up with a bunch of dead wildlife strewn around the food dish.
What's likely happening is that the cats and skunk are competing for food, and the skunk is spraying because of that. Even if you find a food dish, just tell the landlady about the skunk and that you think it might be getting food from the garbage or something.
If the cats come back and bother you after you get the skunk taken care of, saturate the area around the food dish with a cleaning product that leaves a strong ammonia odor.
Cats don't like to eat near areas where they take care of business.
Cat urine contains ammonia.
Cats have a strong sense of smell.
They will smell the ammonia and think "Lady you've gotta be kidding, I am NOT eating that."
(note: they will be inclined to use that area in the future when they're nearby and need to take a leak, so don't try this if that's not okay with you)
If I were you I would tell your landlady in no uncertain terms to pack it the fuck in. Seriously. She has to accept by taking your rent money to live there the place is yours within the boundaries of your lease (check carefully to see if there's a "feeding wildlife" clause in there) so she can no longer do what the hell she wants with it. What she’s doing at the moment (especially in light if the skunk attacks) pretty much amounts to vandalism. Remind her of this and tell her if the likes the furry little animals that much she can leave the dish of food outside HER house.
