Malfurion never fought Azshara. She was decently powerful during the War of the Ancients, but she literally did nothing throughout except primp herself and fantasize about Sargeras giving it to her long and hard. When the palace sank into the Well, she made a pact to serve the Old Gods in exchange for her life, and thus she became the Naga queen, and her retainers the Naga.
So, really, there's no frame of reference for her power. She was described as a very good mage before her Nagafication, but she never outright used her powers in any fashion in any of the lore.
