Stars! is not freeware to my knowledge. It's developer/publisher just went belly up one day and the rights were picked up by someone, I don't remember who, or even if that's still true (you can maybe still buy serial #'s to register it, so it might not be abandonware you can't get legitimately). Darn shame, it's sequel "Stars! Supernova Genesis" was a title I was hungrily looking forward to.
Stars! is a very "clicky" 4x game. Not a whole heck of a lot of automation, but what it does have works well enough. Again, lots of mouse clicking. Playing in huge maps with several hundred stars is carpal tunnel inducing. It's worth it though, in my opinion.
Many race creation options, including a base race option that can mine the planets it's space stations orbit ([something no other race can do] the catch being that they live in space stations and if it's destroyed, kiss your possession of that world goodbye), a race that breeds rapidly (seriously, you can breed and spread like bacteria if you plan it right), and a race with innate stealth, among several others. It's a point based system, so you can modify lots of options to get a species you really like.
All of the above is IIRC, as I haven't had a copy for several years.

Even if you don't want to pay for it the demo version is still fairly good. It limits the maximum map size, locks you into the default races, and caps the level of technology you can research, but other than that it's the normal game.
Unfortunately this can be answered by a more or less "no", even pay-games fail pretty much, though there are notable exceptions, especially SoSE lately, wich i think took the right turn to breathe new life into the genere - but its RT4X, wich means realtime, not everybodys cup of tea, you definetly want to try the demo first. But its nice, has good multiplayer (because its realtime matches take not that long) and a pretty useful interface once you gotten into it. Worth a try.
So is there a good primer for these things? I want to play but suck hard at them.
I went back to freeciv last night, first time playing a Civ game in over a decade, and I can't remember anything. I think I run into issues when I don't know what to build or where to go. Is there a crash course on Civ I can read? I just need to get myself going again. End game my brain always collapses when I need to manage a ton of cities but getting there is fun enough.
I'm going to help you out right now. This is going to rock your world. Everytime you're interested in a genre, do this:
1. Figure out what the best games in that genre are. You can do this with Google: "4X games review." That will give you a hitlist of reviews to read (and a wikipedia article, because Google is now conditioned to return wikipedia articles as the top hit. You can probably google "milf anal porn cumshot" and the first return will be a wikipedia article).
2. Write down the names of the games that pop up and are mentioned in the first returned reviews (and the wikipedia articles).
3. Read some of the reviews. Even if the review is bad, it will usually say something like, "this game isn't as good as Galactic Civ 2 or Civilization, where are the best games in this genre and you should totally be playing them right fucking now." Write down the names of these games, too. This is what we call "research."
4. Go to fileplanet, click on Demos, and one at a time, enter the name of the games you wrote down in the search bar so you know what games have demos and what games don't.
5. Stop coming to Penny Arcade to ask about free demos you ought to know about already.
Recommendations are great. But you'd think people would come to ask questions at least modestly informed about the topic they want to start, so I'm relating some tools that can help people find the obvious answers ("the game you specifically mentioned in your OP as being the sort of game you wanted to play for free has a demo that is available for free") before they need to ask more specific questions.
Give a man a fish, and he'll eat for a day. Teach a man to fish, and he'll eat for a lifetime. Or some such.

Free demos? I am looking for free open source freeware projects that are full complete games. That stuff is usually buried in places under rocks where only the hardcore lurk. I figure since I am an outside who only knows about Galciv II and Civ IV and other pay to play games I would ask here and find out what people recommend.

I haven't experimented thoroughly, but I think at least some of those are in a fully playable state.
Free as in beer.
Its a red shirt crewman exploitation simulator. I lost so many of those poor bastards on planet landings they jacked the price of new crew on me.
Lots of choices.

And galciv has a demo?

Next time he should find a forum where the subject is about games!

Like Freeciv. Wonderful suggestion.
