Set As Background Option Disabled - Any Other Options
For years my company has had the same stupid Desktop Item Enabled on my PC. And for years I could bypass that buy setting my pics as Backgrounds. Come this morning that option has been disabled by IT.
So I'm curious if any one has any ideas on either how to reverse that? Or is there any other way I can replace that stupid company logo. I can't install anything and have very little Admin Options.
Try to set a pic as background from within Firefox

If Active Desktop is enabled, then the Save As Background trick from a browser, or any other app, won't work.

Considering that they presumably own the machine you probably shouldn't be trying to get around whatever restrictions they've put on it. If it bothers you that much maybe try talking to IT to see if you can convince them to let you change your background.
In any case, does it really matter what your desktop background is? I don't know what you do, but most computer jobs I can think of would have you with open documents of some sort a large majority of the time which would obscure whatever background you have anyway.
What I do at work is save the picture (you have to view it on it's own and use the "roll-over" save icon). Then go to save it again, but this time use the save window to open the one I just saved. Then when the previewer opens I can set it as my background from there.

Here is my current one.
Now it won't work. Closed the background picture on accident and tried to add it back again and nothing happens. Tried a different picture to test and it won't work.
I use active desktop for my backgrounds; I have my wallpapers hosted here. Open one, expand it, right click, use active desktop as the background!
Can't because Desktop and Backgrounds have been blocked by IT. I had away around it submitted by Pat McRotch but now I can't figure how to get it back. I did something to block myself from that option now too.

I don't see how you could have. can you still open the previewer? If not then the IT guys have somehow blocked it.
Try deleting any saved images you have on the desktop. You will have to do that from the "save as" window. Then try it again.
Don't search the company logo file and change it. That would actually be changing some files on the computer. I bet they would be more upset with that than you just figuring out how to change you desktop...
Running this .reg file will lift active destop restrictions, and you can run this .reg file to unlock the desktop tab under display properties.
If you don't have permission to run these files because importing registry entries have been disabled by your admin, then QUIT FUCKING WITH YOUR SYSTEM AND GET BACK TO WORK! They are not paying you to look at a background.

Basically, I closed the window when it was opened. I'm basically can't figure out how to get it back.

What window are you talking about? If it is the previewer, you need to open that from the save-as window because you cannot navigate to the desktop folder.
I would assume this is either a registry option or group policy one. Try and find out the name of the picture being used as the background and then search the registry for the filename. Or find the file on your system (assuming that it is local, if it is not then your IT people have no idea what the fuck they are doing) and replace it with your own picture. There really sounds like your IT department has way too much time on their hands to be playing around with silly shit like this.
If he can't execute the .reg files, he can't run regedit either.
Actually, no backgrounds are a common IT practice, and it was enforced at my old job. It came about when "Fuckwad A" decided to put a girly background on the desktop that offended "Tightass B". The problem escalated and backgrounds were banned. Problem solved.
It also helps reinforce the concept that you shouldn't be fucking around with the companies systems, and you most likely have better things you should be doing.

Rename to something else
Name your jpg what the other was named and place in same folder.
restart

Though I guess if even the set wallpaper option is locked, the chances of paint being installed are pretty slim.
