Yes. The slow is the best part, it's a unique effect so it stacks with all other slowing (slowing from hits like the clay golem and also ice chill). Decrep'd bosses combined with the other sources of slow makes them incredibly easy.

I'm about to install the game in a little bit. I played for about 15 levels when the game was first released, years ago. Now, I 'm coming back to check it out and fuck around for a few weeks. What can you guys recommend to get me up to speed with the game?
It's grown so much that I can imagine it being very disheartening.... I'm probably going to be the only true "newbie" on 99% of the servers I hop on.
Also, what should I keep in mind while speccing my characters? I take it there are no respecs?

has anybody ever seen a Tyraels Might armor drop ever?
If by "anybody" you mean anybody in this thread, odds are the answer is no. Outside of the few highest runes it's the rarest item in the game, and it can only be dropped by Hell Baal.
That's not entirely true. Hell Baal just has the highest chance to drop it, with about 1:271000 chance for the first kill, and 1:409000 chance any other time.
Monsters in level 87 and 88 areas (The Pit, River of Flame, Worldstone Keep, Halls of Pain, etc) have a chance of dropping it as well. Uniques have a 1:1069000 chance of dropping it, champions have a 1:2707000 chance of dropping it, and normal monsters have a 1:45679000 chance in dropping it. Now, assuming you kill 100 monsters a second, that'd be about 317 days of straight playing, so I wouldn't expect one to drop any time soon. For comparison purposes, note that a Zod run has a 1:61451000 chance of dropping off a normal monster in hell. So, it's not quite as rare as a zod rune.
All drop percentages were taken from the ATMA drop calculator.
Edit: The reason why Tyreal's might is so rare is that it has a rarity of 1, while templar's might has a rarity of 8, so basically, 1 in 9 unique sacred armors (as common as those are) will be a Tyreal's Might.
Similarly, if a unique ring drops off a monster with a high enough level to potentially drop all rings, these are the odds.

I think I like barbarians so much because when the game lags while you're doing a whirlwind it prevents the whirlwind from completing so you can't use potions or town portals. It really adds a fun level of "Awesome, I can't do shit" to the game.

Does anything determine the potency of mods on items other than dumb luck? Everything I get is marred by being almost the worst possible. Literally everything.

Almost no one uses the Jab/Fend/Impale line of skills, because they waste your durability so fast that you spend half your time in town repairing.
I thought no one used Fend because it's been broke for almost as long as the game has been out?
What's broken about Fend, anyway? I've always heard it's broken but I don't think I ever heard how.
If you fail your first to hit check, you whiff all of your attacks.
It was like that the entire time I played, though it may have been fixed by now.
