Considering how many things are pushed out the door with half-assed/half-unfulfilled feature lists *cough*conan*cough*, I'm cool with them holding something out until it's done right.
The level buddy thing sounds like it will be crazy-easy exploitation, though... especially for more... entreprenurial players.
Multi-builds are hot, I've been talking about those since CoV first hit.
These PvP balance excite me. I always felt the PvP areas were some of the most interesting zones in the game. Most of them have really good mechanics as well its just hte powers are so horribly unbalanced for PvP that it becomes frustrating. Damn, if PvP balance works out AND base raids get put back in along with IoPs...that would be amazing. Possibly amazing enough to pull me away from WAR for longer than a month.

The architect was the one thing I was looking forward to. For me it's content first (by which I mean things I spend time playing) and features second (costumes, QOL, powersets that I'm not huge about). And right now the only "content" seems to be some new Cimerora arcs. I get the feeling if I resubbed I'd spend a week doing the new arcs then drop again, the features are nice but not so much to replay the old arcs for the 70th time.

Completely agreed. I have to thank Cryptic for this move, as it makes me far less concerned about spending my time in WAR. CoX can wait until next year now.
Since we wouldn't be able to create our own contacts, since we wouldn't be able to have instances custom-built for us like the developers can, and not even cutscenes for that matter, it'd all come down to writing "engaging" clues, contact dialog and NPC one-liners.
I don't know about you, but renaming that Death Mage to Archmage Zephyr or whatever and making him say: "<Player_Name>, you dare disrupt the Ritual of the West Wind? You will pay for this... with your life!" isn't exactly that exciting to me.
With this delay, we get a better shot at creating memorable content. Not only can we customize existing villain groups here and there to create offshoots, (Like say, those Freaks merging with the Corallax.) but we'd be able to create fresh ones with new powers and costumes. With this added, the only things left to make this absolutely perfect would Cutscene Director and Instance Designer modes.
(Also, yeah, I'm playing WAR and glad that now I can safely wait until next year to resub.)

Haven't they said (repeatedly) that customization of NPCs will be cosmetic only?
kinda. they said it was something they'd look at, it was a bit much for now. But pushing it back, well we'll see what else they can shove in there.
Also before anyone gets too excited, the xp pact thing also halves your xp gain. So if you're playing and your pact-buddy isn't, you'll get half xp, they'll get the other half. So if you're playing TOGETHER, you'll get full xpees.
Also they're phasing out "base" salvage. Everything is going to be invention salvage now. They'll do something to let you trade in your base salvage, though.

The only thing I'm dissapointed about now is that some of my favorite veterans won't be back until January or February.
While I want the mission creator, I applaud this move. The game was taking way too fucking long to get a new update. Feature creep and and an ever expanding time frame during which nothing new is added is bad for subscription numbers, which recently saw the first positive movement in over 12 months.
Multi builds sounds awesome. For my defenders, it will be sweet to have a solo build that concentrates on offence and a team build with more team buffs like leadership going down.
However, "PvE & PvP Powers rebalancing" is an alarming phrase. I trust Castle mostly, but if we see another game wide rebalancing, I'm going to be ill. Of course, I *already* cancelled my subscription because this issue was taking too long to come out.
Also, I like to think my complaining about how long it was taking anything new to be released in the form you get when you cancel your sub helped bring about this decision. :P

I put that in my and Sonna's account cancels as well, actually. I'm sure many people who moved to WAR did the same. Speaking of which I came home and caught Sonna in the act of playing WAR without me! It was hot.

An entire year?! They really don't want to keep people subscribed for a continuous amount of time. Most the people I know only drop in on Coh/v these days when there's a new issue. They should try releasing smaller more frequent updates that improve and add on to features overtime, instead of just a giant bulk of an update.

So, I guess multi-builds will be reserved for higher-level folks, people who can work the markets, or people who win costume contests, as those are the folks who can afford to maintain their enhancements twice over. I also imagine there will be a lot of influence put into the game via the day jobs. I wonder how the run on the money presses will inflate the markets. LOLeconomics.

Yes & Yes. This feature has been heavily requested by our player base and we’re excited to be the first MMO to make this feature available. That said if you are worried about your Inf. being drained by this, the system, like many others we have added, is completely optional. If you have never found yourself asking for a different, situational build then you don’t need to worry about this feature at all.

SOs do fine and are easily affordable, basic IOs aren't much harder to get. High end IO sets, yea, but I gave up on doing a full high-end IO build on even one of my characters.

The more I think about it, the more "niche" the multi-build feature seems. I just can't see much use for it for the majority of PvE players, since most folks end up with most of their primary and secondary set powers anyway, and the pools don't change the nature of builds that much. Slotting is pretty straightforward too, unless/until we get a much wider selection of IO sets with differing bonuses.
Also, claiming to be the first MMO with a multi-build feature is just totally factually incorrect. Guild Wars has been inherently multi-build since day 1, FFXI has always allowed job changes, and EQ2 has had an easy way to swap builds for a year. But WoW doesn't have it, so I guess that's what counts.

Lots of people argue that Guild Wars isn't even an MMO, FFXI as I understand has entirely different classes which is not the same as having two builds on-hand for the same class at the same time. I dunno about EQ2, though.
They need to allow some kind of personal enhancement storage now. Having to deal with that many slots over time without a way to protect your investment would suck. Not to say that any SG mates would snatch up your goods. I just want something that only allows me to store and catalogue my own enhancements.
Also what happened to The City Vault? That was promised way back and has yet to be delivered.

Overall it sounds good, Id like something changed to ease up on slotting and respecing a second build, but I dont guess its a very big deal.

Nothing really. Its just a random name I chose when I wanted to stop being a numbername.
Edit: Corvus is the name of the genus including Ravens, Crows, etc. I'm probably stating the totally obvious, but there we are.
That is a terrible origin story.
I was hoping it was something more along the lines of having a murder of crows living in your home.
