A buddy gets to level three and the game tells him that he will no longer be able to level until his pact partner catches up and that all xp will go into a pool.
My understanding was that even if one of the partners weren't online that the other who was would still be able to level but get xp at a reduced rate. Is this not how it works?

Your understanding is my understanding, similar to what LOTRO has.
I read the entire patch notes for i13 and I'm just not feeling it. I knew it was going to be a content light patch since Architect was cut but yeeesh. There are some wonderful changes but they are mostly quality of life, which is great but not much of an incentive to bring me back. Plus Defender's were ignored once again. I'm going to play for the free weekend and see if anything grabs me. Too bad base PvP and IoP missed this issue.

Maybe it's a training thing? You can keep getting xp, but can't be level 20 if the other guy is only trained to 3?

I still don't see a solid answer about being able to level past your pact. Maybe your partner has to log on and level up before it lets you go further? I don't know, that would be retarded since you normally continue to gain experience even if you don't train into your next level.
