It's any restoration applied to any character on your account.
However, it's not like each item, but each incident. Like this restoration (if they did it, IF) would be your 2nd. IIRC, you get 3 restorations per account. Total.
The time I got hacked (my fault, bad password strength), for example, was one restoration, even though many items were restored to like 3 different characters.
Whether it's true or not, I've always felt this reeked of bullshit (as a company policy that is).
While I respect that there are a number of valid reasons for having a limit to the number of restorations an account can utilize, it seems like a hard and absolute number would punish most the players who have accounts for years and years; ie: the people you don't want to risk pissing off.
On one hand, yes, people should not be stupid or need all that many of them. On the other hand, if someone is paying ~$180 a year, having 1 or 2 restorations per year seems like a pretty small price to pay. Hell, make it like bloody respec's! Go 12 months without a restoration? Get another one back, up to a max of 3 or whatever it might be.

Someone who used up all 3 restorations should be smacked, banned from the internet, and spend the rest of their life thanking Jesus that all that was taken was a digital character, instead of their bank records, credit card numbers, identity, ect.

I'm fairly sure it's not intended as a blanket "3 strikes and you're out" policy, although some of the people that work restorations (or GM's who forward the requests) may use it as such. Having such a policy is an attempt to force customers to think before they act and try to keep their own accounts secure.
Which reminds me, any idea when we can expect more authenticators? Because even the best attempts at security got my account hacked. (Still wish I could figure out what my mage DIDN'T get back, 'cause the four missing bags and sparse bank are a big clue that something was missing).

Honestly, if you don't know what it is by now, it's probably not that important.
It wasn't, it's just a curiosity. My mage hadn't been played very much in quite a while. I got back a full set of equipment, although I had thought I replaced more of my T2 by the time I hit 70, and the miscellaneous collectible junk (pets, tabards, etc) I knew I had. I'm pretty sure most of what was missing was crafting supplies and I'm fairly sure the other 3 characters that were hit got everything back.
Of course, the GM didn't restore any items to my mage (he listed them in the "we've restored..." email but I didn't receive any) until I emailed him about it. I think he was just tired of working my account by that point.
I think I finally may have convinced the wife to play some WoW with me. We're going to start two new human chars on a PvP server (Kel'Thuzad because I am sick of playing on a near empty Tortheldrin).
Looks like she wants to be a priest, she is kinda adverse to killing random wildlife to collect spleens or ribs and whatnot. I am trying to come up with a character to play with her.
I am thinking either Paladin (leveled one to 60 on PvE waaaay before BC came out) or a Warrior (got one to level 25 once :P) to handle the tanking and have two of the holy trinity of chars (dps is usually easy to find for a group)
Help me out here:
Would Pally work better with a priest?
would he start sucking as we get higher in level on a PvP server?
Are there any synergies between holy priest and paladin?
Would Warrior be better since they seem to hold their own much better in PvP?

Only read the first and last but "Think outside the brains" and "Elf other white meat" are classic. Also, the last one reminds me of Studies in Spirit Speaking.
As this game slogs towards 150 days without a patch, I fight my motivation to keep playing shot. All I need to do right now is get my fourth giant bag and make sure my gold is at a solid level for Northrend. Other than that all I have is alts and stale PvP. Beta seems to be slowing down in terms of interest. Giant changes are becoming more of a rarity, so the excitement of the new is being replaced by impatience.

I haven't killed Illidan. And its especially important for me because our warrior MT is an amazing guy, and while he will tank our progression kill, I will tank our second kill and thats an important experience for me.

That was also when they changed how the honor system worked, so a few days later people who rarily went into battlegrounds started showing up in pvp shoulders.

Indeed. The last true content patch was 2.4 which was, what, March? If the November release timeframe holds true, that's eight months or so without any true new content.
Now, they've given two contradicting statements on that. First, they said (and repeated) that 2.4 would be the last true content patch before WotLK. However, about a month or two ago, one of the CMs stated that they have something else planned in terms of content before the launch of the xpac, and if I were a betting man, I'd put money down on it being Scourge Invasion 2.0. Tie that in with the release of the new talents and you've got a nice patch 3.0 to look forward to in (likely) October.
Agreed on both accounts; I suspect we'll see another in game event regarding the Scourge/Naxx's leaving (perhaps the occupents decide to take a giant shit all over Azeroth again as they move to Northrend), and I suspect we'll see 3.0 about a month before WLK's actually due to be released, as both a 'content patch' (just having access to the new talents would keep people entertained for weeks) and perhaps another tweak to the current PVP system, maybe dropping/lowering the prices or rating requirements on some of the gear a little to let more people play with the toys for a few weeks / while levelling up.
But that's just a guess. I do think 2.0 was popular enough that they'll repeat it, that seems like a no-braaaaaaaainer to me.

WotLK Cinematic at the Games Convention ?
Yesterday, the following mail from the Blizzard's PR team was posted on Maxconsole.net
Just wanted to let you all know that Blizzard will be unveiling the opening cinematic movie for World of Warcraft: Wrath of the Lich King at the Games Convention in Leipzig. The cinematic will be shown at 1:00 p.m., Thursday 21 August at the Blizzard Entertainment booth (D01 in Hall 5). A Q&A session featuring members of the cinematics team will immediately follow.
Blizzard’s lineup of activity will also feature hands-on gameplay with StarCraft II and Wrath of the Lich King, Q&A sessions with members from the StarCraft II and Diablo III teams, and more.
The information was widely posted on other sites, including popular ones like Kotaku but I wouldn't take it as confirmed until we hear it from Blizzard itself on one of their official site.

If we do end up seeing another Scourge Invasion, I wonder if they'll make the gear drops actually useful this time. I mean, I know there's undead in Northrend n' all, but the last invasion was all "look, you can put together suits with SHITLOADS of +dmg to undead!!!1". Straight into the bank they went, and there they sat until they met their eventual end via d/e.

I would be pretty surprised if we didn't see a release date sometime before Blizzcon. Granted we're only three months(ish) away from the speculated release date as it is, but for some reason I want to believe that we'll hear something in the way of a release date next month sometime. Blizzcon would certainly make sense though, as it is their convention, but announcing a release date for something that would be (at that time) a month away just seems odd to me. Though they could end up announcing a release date for December, which would make the announcement timeframe a bit more appropos, but that also seems a bit far out given the pace and progress of the Beta.
I was in a party yesterday where people were talking about a possible scourge or invasion of ogrimmar as a tie-in for wotlk.Which would be cool. The last world event I was around for was the opening of the gates of AQ and that was just plain nutty.
The AQ gate opening was neat, except it was something of a clusterfuck in terms of lag. My realm saw repeated crashes while standing around waiting for the gong to be rung (3 guilds on my server could do it and decided to make an event out of it), until we all finally got tired of the waiting and just had anyone that could do it ring the damned thing. Then the three giant bugs spawned and we had repeated resets where we'd make progress, lag horribly and end up dying or crashing or resetting the fucking things. My guild (with help) was responsible for one of the bugs and got 'em handily once things finally calmed down a little, but it went from what could've been an epic event, to an exercise in futility and frustration.
The Scourge / Naxx event was much cooler, far more spread out, and I even snagged the full leather Undead Slaying (or whatever) set for my rogue. Still have it in the bank, with the BoE pieces unsoulbound even. Was it the tabard of the Dawn or of the Protector that we got for that one? I can never quite recall, but I wear the one with the "on use" effect instead of the guild one, just because I like using a macro that triggers it whenever I use adrenaline rush. Rogue nova go!

I don't know about a 3.0. The change with 2.0 was just talent trees, but in WotlK, they've got talents which are there because they're changing certain mechanics in the game; eg: the spell damage and healing change. Some classes are getting a big overhaul with their new trees as well.
I hope the ingame event gives us all winter coats to wear in Northrend. I don't want Bonesalot to get cold!! His current set of clothes is all tattered.

In a nutshell, you'll only be using your highest ranked spells, because they've upped the mana cost of all the lower ranks, i.e. there won't be any point in casting a rank 3 chain heal, because it'll cost the same as a rank 5 chain heal.
Really, all they'd need to do for Priests is give us higher ranks of Heal.
Cast canceling Great Heal is nice and all, but there are plenty of fights where the tank needs to be topped off to prevent a death from spike damage. The removal of crushing blows should help even out the damage, but without some kind of in between type spell, this will be common for Priest healers:
Oh dear, I am soooo close to resubscribing for one month. I have 6 weeks off before classes start and because I am stingy i rather pay $15 for a month than $50-60 for a new game. I stopped soon after I reached 70 with the feeling that I had "finished" the game, and the knowledge that WoTLK is right around the corner is also somewhat of a turn off. I might level a horde character though since I have only seen the game from the alliance side.

Rage Winterchill is too easy. My guild went into MH for the first time last night and downed him in 3 attempts. They're still working on trying to full clear ZA and just started t5 a couple weeks ago.

Mine went up to 750 spell damage or so after I copied her over and did the talents. If I swapped out the S2 mace for the Sun Eater I still had a net gain in spelldamage (around 400 or so total).

and add full raid buffs and basically no one is going to touch a paladin on threat, trivialising all current raid content

That was the Dark Portal Opening for TBC.
